Description
We intend to identify a suitable candidate as “Regional Water Resources Management (WRM) Specialist / Deputy Team Leader (DTL)” for Consulting Services for strengthening Lake Victoria Basin Commission (LVBC) in Kisumu/Kenya and support services to East African Community (EAC) in Arusha/Tanzania. The overall objective is to improve the institutional framework conditions for integrated management of transboundary water resources in the EAC with strengthened capacities of the EAC- and LVBC-Secretariat, as well as a strengthened cooperation between LVBC and key actors in the Lake Victoria Basin.
The project is planned to start in July with a duration of 28 months (July 2022 – November 2024) and the expected input of the WRM Specialist / DTL will be full-time in Kenya/Tanzania.

Requirements for the position:
The WRM Specialist / DTL will be responsible for the representation at LVBC Secretariat, for coordination, monitoring and evaluation of the project implementation, including coordination with GIZ and other relevant activities in LVBC, as well as for managing procurement activities and administrative tasks locally in close coordination with the team leader.

The minimum requirements are as follows:
• University degree (master’s) in water resources management, environmental management or equivalent.
• Knowledge of English (level C1 in the Common European Framework of Reference for Languages) and Swahili (level B2).

• 10 years of professional experience in the water or environment sector including 5 years of experience in the development and implementation of strategies and concepts for technical cooperation projects.
• 5 years of professional experience in water resources management and 3 years professional experience with transboundary water management.
• 5 years of management/leadership experience as project team leader or manager in a company.
• 10 years of work experience in the EAC Region.
• 8 years of experience working on development cooperation projects.
• 3 years of experience in (technical) contract management of pool of consultants.
