MISSIONS / JOB DIMENSIONS
The Job Holder is responsible for all activities relating to the preparation and validation of the procedures and equipment selected for the operations of this new offloading facilities in Tanga
The role of the marine specialist will be HIGHLY CRITICAL to avoid any impact on the Project planning through the proper implementation of required means
- Reviewing with TPA the personnel required training for the operations of the new terminal
- Providing technical expertise and coordination of resources for all CLIENT’S marine activities (Ocean going vessels, Marine Support Base, Oil terminal Management, Oil Tankers…), diving operations, oil spill response, marine surveying and construction during the Project phase
- Assisting the project to finalise the offloading jetty features
- Elaborating with CLIENT’S and TPA the MST marine operation CAPEX and OPE
- Representing the Company on marine matters as far as partners external agencies, authorities and others stakeholders as required
ACTIVITIES
HSE-Governance
• ensuring that all activities he is responsible for, or involved in, are performed with the highest level of consideration to Project Quality Policy and management system
• ensuring that all Logistics activities linked to Marine operations are performed with regard to Project Ethics, Human Rights and “code of conduct” policies and personally demonstrating an exemplary behavior
• ensuring that all activities he is responsible for, or involved in, are performed with the highest level of consideration to HSE risk management, protection of human’s health, respect of various communities and care for environment.
• implementing of the Tanzanian Local Content Requirements
• assessing the impact of the tankers operations and vessels movement in Tanga bay on the general traffic and fishing activities
Organisation
• defining with the TPA the means, personnel and facilities required for the MST marine operations as per international requirements together with the planning to be ready of RFSU
• defining implementing the list of operational procedures and check lists for the MST for the RFSU
• elaborating with the project the maintenance plan of the marine equipment of the terminal such as but not limited to fenders , docking stations , loading arms
• following the notice to mariners and guide to port entries with MST update
• preparation of the assisting tug supplier audit form ( equipment maintenance plan – personnel training – certifications- financial strength)
Technical
• assisting TPA, if required to prepare the related scope of work for the terminal marine means in line with all the studies performed and defined weather criteria
• validation of the technical specifications and selection of the marine means and providers for the MST operations
• implementing the maintenance plan for the terminal support vessel
• defining the minimum requirement for the anti-pollution and fire fighting equipment for the MST together with the operating procedures – Equipment to be ready for use and personnel properly trained at RFSU
• provide technical support to the Jetty Project team regarding the finalization of the Marine Maneuvering real time simulation, the fine tuning of the berthing configuration design and the set-up (in coordination with the Jetty Contractor) of the marine construction activities
CONTEXT AND ENVIRONMENT
• The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing;
• Marine off loading facilities located in Chongoleani will be managed by Tanzanian Port Authorities after ready for startup. All marine means and associated services for tanker berthing as per international requirements will be managed by TPA .
• Job Location : The position is initially based in France to move to Dar Es Salam
ACCOUNTABILITIES
• Implementation of the Local Content requirement (Local Contractor Companies and Local Manpower) within Logistics activities as it will be one of the main focus from Tanzanian & Ugandan Authorities
• To have all the necessary means and personnel fully trained for the first tanker loading at MST
• To have all required documentation, means, facilities and personnel ready and approved for RFSU
• To have all Emergency response plan approved by all stake holders and equipment available for RFSU
• Implementation of the Tanker acceptance report prior to loading operations at jetty
QUALIFICATIONS AND REQUIRED EXPERIENCE
Professional experience:
• Master Mariner, STCW Class 1 and minimum 10 years Oil and Gas Industry Experience Technical competencies:
• At least 5 years of which should have been gained in vessel berthing and vessel loading operations in similar ports including all C/P claims and constraints understanding
• Experience in port equipment and vessel contract management
• Ability to analyse DMA and all project documents related to port design and installation • PSFSO certificate
• Ship manned model training
Behavioral competencies:
• Team working, leadership, adaptability, proven record of achievement within marine operations
• Ability to work in a multi-cultural business environment.
• Good interpersonal and communication skills.
• Fluent in English.
