Client
TotalEnergies requires an experienced person onboard with first priority to provide HSE support to EACOP Uganda (6-8 weeks mission to Uganda), and thereafter to progress the HSE EIMS documents and to start the engagement process for emergency response/oil spill with the regions.

Role dimension
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project between Uganda and Tanzania coast, opening a new value corridor between the two countries.
The project anticipates the mobilization of ~8,000 to 10,000 personnel across the various construction sites.
This role functions as support for the EACOP corporate entity and interfaces with the Project team and holds the umbrella contracts for medevac and oil spill response, and maintains the global emergency response organization and works with Project HSE to integrate the contractor plans into the Corporate systems and strategies

Activities
• HSE Management System development: develop according to the EACOP activities risk assessment the key system components (processes, procedures, working documents) including but not limited to Emergency Response Plan, Oil Spill Contingency Plan, Medevac, Journey Management Plan.
• Mentorship and career development for HSE audit and reporting functions
• Leader for the EACOP Contractor HSE process

Main tasks
• Prepare a 3 year HSE management system development plan in line with the EACOP Integrated Management System (EIMS) and lead its effective implementation in the EACOP Organization
• Provide effective leadership for HSE reporting and audit functions, and set a plan for their competency and career development
• Lead the development of the emergency response system including training and drills
• Lead the development of oil spill response plan and supportive infrastructure (either in country or EACOP owned)
• Develop the EACOP HSE Audit programme and follow up system
• Develop an effective system for incident management including reporting, actions tracking, root cause analysis
• Lead the HSE evaluation of contractors and support Contract Owners to develop and implement effective contractor oversight
• Support Project HSE Manager to develop an HSE training matrix and delivery model
• Maintain effective induction program for newcomers and visitors
• Represents EACOP on HSE matters with external bodies as assigned; establish contact and maintain a good coordination with the Ugandan and Tanzanian authorities
• Carry out any other duties or tasks that may be required by the position.

Profile
• Professional experience: Bachelor degree in Engineer or equivalent formal qualification in a recognized HSE discipline. Minimum 10-15 years of experience in Oil & Gas Industry with experience in large scale projects & operations.
• Technical competencies: Extensive HSE Management system development expertise a must. Subject Matter Expert for Risk Analysis, Job Safety Analysis, Technological Risk Assessment Management of Change. Maintains Risk Matrix and Major Risk Register
• Behavioral competencies: Ability to work in a multi-cultural business setting and excellent interpersonal and communication skills essential.
• Fluent in English, (speaking, writing)
