Project Description:

On January 19, 2023, USAID/Tanzania awarded International Business Initiatives (IBI) and SI a four-year contract for the Tanzania Monitoring, Evaluation, Learning and Adaptation (T-MELA) Activity.

This activity is to assist the USAID/Tanzania Mission with strategy- and activity-level performance monitoring, evaluation, and learning. This activity will also provide data gathering and verification, data visualization (including Geographic Information Systems), data quality assessments, impact and performance evaluations, assessments, organizational learning, and collaboration among USAID’s implementing partners and DO teams. The MEL Support Platform will also implement a capacity building agenda for the mission, developing a baseline of M&E knowledge within the mission and tailoring a curriculum to provide skills development to mission staff.

Position Description:

SI is seeking a CLA Specialist to support T-MELA’s CLA component to foster and advance an effective CLA culture, using innovative, tailored CLA approaches to support USAID/Tanzania’s efforts to improve development outcomes, and advance an effective CLA culture, reinforcing practices that encourage openness, knowledge sharing, productive relationships, continuous learning, and improvement. The CLA Specialist will support the Sr. CLA Specialist in managing learning and adaptive programming activities across the project, ensuring integration and utilization across tasks, working closely with USAID/Tanzania . TMELA anticipates that this position will actively support the TMELA team in its CDCS-related and strategic planning and review sessions. The position is a full-time position for the duration of the four-year project, and will be based in Dar es Salaam, Tanzania.

Responsibilities:

  • Support the Sr. CLA Specialist in facilitating strong CLA management practices in USAID/Tanzania business processes and throughout the program cycle
  • Review Implementing Partner (IP) Activity CLA Plans at the request of COR/AORs
  • Lead on CLA Case Study development, conducting information collection, and knowledge capture activities and drafting knowledge products.
  • Support knowledge capture and exit interviews of departing Mission staff as requested.
  • Support development of learning agendas, implementation of the learning activities included in the learning agendas (including learning events) and track progress.
  • Draw on the evidence generated in Tasks 1, 2, and 4 to enhance USAID’s ability to implement and update the PMP Learning Agenda
  • Support the organization, facilitation, and planning of CLA learning events.
  • Support data analysis on CLA index and other OD-related AMELP indicators
  • Coordinate status updates on Mission Office goal progress.
  • Manage Mission-commissioned events and respond to needs as they arise, such as providing Monitoring, Evaluation, and Learning trainings or Best Practice Tools as assigned.
  • Provide general facilitation and rapporteur support.
  • Any other tasks as assigned by the supervisor.

 

Required profile for job ad : Collaborating, Learning, and Adapting SpecialistQualifications:

  • A combination of one of the following:
  • MS/MA/MBA* plus at least 2 years of relevant experience
  • BA/BA* plus at least 5 years of relevant experience
  • *Degree in field related to organizational learning or development assistance such as social sciences, public, business, or development administration; knowledge management; or another development related field.
  • Demonstrated experience in strategic planning; monitoring and evaluation; project design; and/or knowledge management, including experience in applying learning to improve international development programs and systems change for adaptive management of development organizations or agencies.
  • Demonstrated in-person and virtual learning facilitation experience, facilitating analysis/planning events, thematic learning events, after action reviews/plans,
  • Previous experience supporting USAID Missions or USAID Implementing Partners or other Tanzanian institutions in a similar capacity.
  • Demonstrated ability to effectively interact with local professionals, international donor organizations, civil society and private sector, host country government counterparts, and other implementing partners in developing countries.
  • Knowledge of USAID CLA framework, Evaluation Policy, Localization, and other initiatives
  • Computer knowledgeable and with superior oral/written communication and presentation skills
  • Knowledge of the Positive Youth Development Framework desirable and is experience working with youth.
  • Proficiency in written and spoken English and Kiswahili required.
