Project Description:

On January 19, 2023, USAID/Tanzania awarded International Business Initiatives (IBI) and SI a four-year contract for the Tanzania Monitoring, Evaluation, Learning and Adaptation (T-MELA) Activity.

This activity is to assist the USAID/Tanzania Mission with strategy- and activity-level performance monitoring, evaluation, and learning. This activity will also provide data gathering and verification, data visualization (including Geographic Information Systems), data quality assessments, impact and performance evaluations, assessments, organizational learning, and collaboration among USAID’s implementing partners and DO teams. The MEL Support Platform will also implement a capacity building agenda for the mission, developing a baseline of M&E knowledge within the mission and tailoring a curriculum to provide skills development to mission staff.

Position Description:

SI is seeking two Assessment and Evaluation (A&E) Specialists to support T-MELA’s A&E component to create tailored, utilization-focused, high quality, rigorous assessments, and evaluations, using research designs that generate empirical evidence, integrate GESI and youth considerations, and strengthen programming, activity design, and strategy.

The A&E Specialists will support the Sr. Assessment and Evaluation Specialist in Task 2, Evaluations and Assessments, and will be involved in designing evaluation/assessment scopes of work, supporting evaluations, studies, and assessments, as well as data collection and analysis of performance information. The positions are full-time position for the duration of the four-year project and will be based in Dar es Salaam, Tanzania. T-MELA anticipates that one position will have especially strong quantitative skills and the other especially strong qualitative, although both positions require solid skills in both.

Responsibilities:

  • Coordinate proactively with T-MELA staff, SI-HQ support staff, and the client to implement evaluations, assessments, and analysis activities, from the scope of work (SOW) and design phases through data collection, analysis, reporting, dissemination, and utilization.
  • Create and manage realistic project workplans and budgets, and work with the T-MELA finance team to manage project budgets.
  • Oversee operational preparations for evaluation and assessment team members with support from T-MELA’s Operations team.
  • Participate in and lead fieldwork as appropriate, such as enumerator training, data collection, and/or data quality assurance.
  • Provide data analysis support for assessments and evaluations, and research studies.
  • Coordinate research/evaluation team inputs as assigned
  • Support evaluation teams, design evaluations and assessments as needed.
  • As appropriate, serve as a responsive point of contact for clients.
  • Support the Sr. A&E Specialist in the development of the MEL Plan, evaluation designs, and workplans.
  • Providing strategic oversight in implementation and Quality Assurance of evaluations
  • Support integration across T-MELA’s components
  • Any other tasks as requested by the supervisor.
Required profile for job ad : Assessment and Evaluation SpecialistQualifications:

A combination of one of the following:

  • MS/MA/MBA* plus at least 2 years of relevant experience
  • BA/BA* plus at least 5 years of relevant experience
  • *Degree in field related to organizational learning or development assistance such as public, business, or development administration; knowledge management; political science; economics or development studies.
  • Demonstrated experience with large-scale quantitative and qualitative data collection and analysis.
  • Experience with youth or resilience programming preferred.
  • Demonstrated ability to manage multiple projects simultaneously and coordinate with a diverse range of stakeholders in a proactive and timely fashion.
  • Demonstrated ability to understand and implement pertinent company and client policies and procedures.
  • Computer literate and possess superior oral and written communication skills.
  • Proven work experience in both qualitative and quantitative data analysis
  • Knowledge of statistics and experience using statistical packages for analyzing datasets such as Microsoft Excel, SPSS, SAS, and Stata
  • Knowledge of and practical hands-on experience with quantitative and/or qualitative analysis software required.
  • Experience in qualitative research methods, from design through analysis
  • Data visualization skills very desirable
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Fluency in written and spoken English and Kiswahili required.
