JOB DETAILS:
The Technical Advisor of SBC Coordination and Capacity Strengthening will be responsible for contributing to the project’s first two intermediate results (IR): (IR1) Improve systems for coordination and implementation of behavior change interventions among GOT, PO-RALG and other stakeholders, and (IR2) Strengthen central level support (MOH, programs, regions and districts) for health behaviors. The Technical Advisor will be based at the MOH Health
Promotion Section in Dodoma, and will be required to travel in Tanzania, and internationally, as needed.
Primary duties and responsibilities may include but are not limited to:
• Provide SBC technical assistance to national entities, including the MOH and PO-RALG, as well as local government health authorities, such as Regional and Council Health Management Teams (R/CHMT).
• Support the GOT through the MOH Health Promotion Section (HPS) to address leadership and coordination of evidence-based and sustainable SBC strategies.
• Support the GoT and other partners to assess the effectiveness of different SBC coordination structures at national and sub-national levels and develop plans to strengthen them.
• Support Breakthrough ACTION Tanzania to create and strengthen strategic partnerships and alliances with key stakeholders including Government Ministries, USG and non-USG Implementing Partners at national and sub national levels.
• Advocate for the critical role of SBC in achieving positive and sustainable health outcomes and promote greater investment in SBC by GoT and development partners.
• Support the MOH to develop, update and operationalize SBC policy documents, strategies and guidelines that are critical to ensuring the availability of quality integrated SBC approaches.
• Support the MOH to develop capacity strengthening resources for GoT and other SBC partners.
• Actively participate in SBC national and sub-national technical working groups to ensure partners have a coordinated and harmonized approach to implementation of SBC initiatives.
• In collaboration with the Director of SBC Coordination and Capacity Strengthening work to optimize the capacity of programs at the central level (e.g., NACP, NTLP, RCHS, ZAMEP and NMCP) to design communication strategies.
• Support the coordination and integration of SBC activities at national and subnational level.
• Establish mechanisms for sustained exchange, learning and growth among SBC professionals and institutions.
• Contribute strategic and technical input on work plans, reports, documents, and presentations
• Contribute to SBC global technical knowledge.
Qualifications:
• A minimum of five (5) years’ professional experience in delivering Social Behavior Change programs with progressively increased responsibility working for health technical assistance programs or other health related services.
• A Master’s degree in Medicine, Social Sciences, Public Health, Communications or other relevant degree or a bachelor’s degree in a relevant field with a minimum of seven (7) years of professional experience in delivering SBC and professional experience working in mid to senior management positions.
• Excellent past performance references.
Knowledge, Skills and Abilities:
• Demonstrated experience building partnerships and alliances with Government Ministries, USG and non-USG implementing partners.
• Demonstrated leadership qualities
• Excellent communication and negotiation skills.
• High level of interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.
• Excellent skills and experience in collaborative working relationships with senior level government leadership.
• Experience with SBC for at least two priority health areas (reproductive health, MNCH including nutrition, HIV, malaria, TB, RCCE), with preference for experience within the context of integrated health programs.
• Experience with integration of gender and youth into health projects and services.
• Required oral and written fluency in English; oral and written fluency in Kiswahili desired.
• Tanzania national preferred.
