About the Project

RSS has been contracted by UN Women to conduct a  baseline study for the project “Strengthening women’s and girls’ meaningful participation, leadership, and economic rights at the local levels in Tanzania”. The baseline survey will be undertaken in three district councils in each of the six (6) project regions Singida, Arusha, Mtwara, Lindi, Coast and Dar es Salaam.

The overarching goal of the study will be to identify aspects and issues concerning gender and intersectionality, women’s and girls’ rights to leadership and participation in decision-making, as well as economic rights, women and girls’ time use patterns, livelihood opportunities, specific opportunities and obstacles for women with disabilities, stereotypes, care economy and existing social norms that need to be understood and tackled to accelerate change and bring forward reforms at local government and community levels. Interviews will be conducted with potential target beneficiaries and selected key institutions including, relevant Government Authorities at regional, district councils and community levels including the Ministry of Community Development Gender Women and Special Groups, PORALG, various leadership and socio-economic committees, existing women socio-economic groups, selected CSOs, and women with disabilities CSOs and networks. Results from the study shall be used to inform program interventions and implementation as well as provide a comprehensive basis for the impact evaluation that shall be conducted at a future date.

Job Description:

RSS seeks to recruit up to 6 supervisors for a short-term assignment to coordinate and support quantitative and qualitative data collection for the study. The data collection exercise is expected to last for up to 12 days between mid-September 2022 and mid-October 2022. A  4-day training exercise shall also be conducted in Dar-es-Salaam, followed by a 1-day field pre-test of the study tools prior to the actual data collection. The final selection and deployment of the field team shall be based on an assessment of the enumerator’s skills, qualifications, participation, and understanding of the assignment.

Duties and responsibilities:

  •  Develop an in-depth understanding of the study goals and objectives; Attend training workshops, and participate fully in the training and pre-testing of the study tools (mock interviews, role-plays, etc)
  •  Plan, coordinate and lead in the mobilization and coordination of field guides, study participants and enumerators to ensure smooth execution of the study as per timelines and within budget.
  •  Conduct and moderate Key Informant interviews(KIIs) with identified respondents at district councils and wards; Record KII responses using digital voice recorders and undertake quality transcription and translation of KII interviews as per the format provided.
  •  Conduct spot-checks and back-checks on data collected by the enumerator team  as per study protocol; Ensure that enumerators comply with field data collection protocols
  • Participate in regular progress meetings to report progress, problems, and needs regularly to the study coordinator
  •  Comply with all local regulations necessary for conducting a successful interview, including adherence to existing Child Protection Regulations, COVID-19 Infection, Prevention and Control measures

Requirements:

The field supervisors shall be selected based on the following base qualifications.

  •  Minimum of bachelor’s degree in Gender Studies, Community Development, Statistics, Monitoring & Evaluation or any relevant discipline from a recognized institution. Applicants who have completed or are currently inscribed in a relevant Masters' Programme will a
  •  Knowledge of, and experience in,  applying the principles of  Gender Equality and Women Empowerment (GEWE), and SDGs in similar programs/projects. Previous experience working with UN bodies is a plus.
  •  2-4 years of experience as an enumerator in conducting household and socio-economic  surveys  on sensitive topics for research purposes preferably in Gender and Economic Empowerment (GEWE), Leadership, and Rural Development programmes; Experience conducting interviews with vulnerable populations including persons with disabilities, women and girls
  •  Demonstrated experience (1 -2 years) in leading and  coordinating field data  processes for  qualitative & quantitative data collection (including planning, organizing, conducting interviews, cleaning and encoding data); demonstration of good interviewing & data entry skills using mobile devices for field data collection
  •  Excellent problem-solving, coordination, and communication skills. Proficiency in spoken and written English (the language of the research tool), Kiswahili; AND the local language of the respective study regions where data shall be collected.
  •  Knowledge of societal norms and culture in the study regions, and; familiarity with  Local Government Authorities' structures, functions and operations. Ability to build rapport and mobilise local communities, leaders, Civil Society Organisations and government officials to ensure their effective participation in the study.
  •  Extensive experience in qualitative data recording and a demonstration of skilled interviewing, expert notetaking, high-quality transcription and translations.
  •  Good working knowledge of office computer applications especially Microsoft Excel and Microsoft Word; Additional knowledge of any quantitative and qualitative statistical package will be an added advantage (e.g. SPSS and Nvivo).
  •  Possession of a laptop (mandatory) and android device for data collection for the duration of the study; Familiarity with the use of digital voice recorders for data collection, GPS equipment and PDAs/Android Tablets for data collection, photography and recording.
  •  Willingness to participate in initial training, capacity to do field work and travel on short notice, (i.e., conduct interviews at households and institutional premises).

Remuneration: The project shall provide a consolidated allowance to cater for transport, communication and field accommodation/subsistence. A consolidated fee for professional work shall also be paid upon successful completion of the data collection exercise and acceptance of quality data submitted. All payments shall be made within the limits defined by our organizational policies.
