JOB DETAILS:
The Senior Agriculture Sector and Natural Resource Management Officer will provide technical support to the design and implementation of projects under the Bank's Feed Africa flagship programmes. The incumbent will work across technical and institutional boundaries to support the formulation of development solutions for various rural (and urban) public and private sector clients in line with the African Development Bank Group's agriculture, agribusiness, and agro-industry development program. Using a value chain approach, the incumbent will support the implementation of the above-mentioned programme in Senegal, including technical support for the design and supervision of the implementation of Bank-financed agricultural sector projects in Senegal to: i) promote value chain development, value addition and primary and secondary processing of crops, livestock and fishery products; ii) accelerate the private sector's contribution to the growth of African agriculture, especially in Senegal; iii) promote the growth of agricultural SMEs and the commercialisation of agriculture, paying special attention to the financing needs of these SMEs; (iv) create and maintain strong market linkages from the farm to the fork; (v) facilitate the creation of agro-poles and agro-processing centres; (vi) support the development of an enabling environment for agriculture and agribusiness; and (vii) invest in policies and reforms that are conducive to the transformation of Senegalese agriculture into viable and profitable enterprises The Senior Agriculture Sector and Natural Resource Management Officer will design and coordinate the development of client solutions and all aspects of project management related to the implementation of these solutions.

Duties and Responsibilities:
• Under the direct supervision of the Regional Division Manager of the Agriculture and Agribusiness Sector in West Africa (AHAI-W), The Senior Agriculture Sector and Natural Resource Management Officer will:

• Ensure that the Bank's agricultural portfolio in Senegal is of good quality. Provide expert advice and guidance to executing agency officials on sectoral issues and priorities, technical aspects of projects, and Bank rules and procedures, including those on the procurement of goods and services;
• Undertake analytical studies on the environment, agriculture, livestock and fisheries sectors with a view to assessing the level of priority of these sectors in the country's development programme, and advise the Bank on how to ensure the sustainability of the achievements of the agricultural projects and programmes it has financed in Senegal;
• Contribute to the preparation of the country strategy paper, with special reference to the environment, agriculture, livestock and fisheries sectors and related areas;
• Formulate, evaluate and supervise projects, loan proposals, feasibility studies and sector studies;

• Design technical assistance programmes, estimate financing needs, and propose governance models that will improve the performance of agricultural value chains- from the provision of agricultural inputs to harvesting, transportation, storage, marketing, and distribution (including export)-to increase value added, improve quality, reduce post-harvest losses, and ensure a reliable supply of products to consumers;
• Participate in the activities of the Environment, Agriculture, Livestock and Fisheries Sector Working Group and related donor coordination meetings, sector-wide approaches, on the basis of which advise Sector Management on policy issues in the agricultural sectors of interest in the country;
• Contribute, as appropriate, to the development of Bank policies, procedures and guidelines, and ensure their implementation;
• Serve as a technical expert in his/her discipline and anchor the multi-disciplinary identification, preparation, appraisal, initiation, monitoring and follow-up, supervision, and completion of missions in the agriculture, environment, livestock and fisheries sector; and
• Participate in the performance of technical tasks and missions related to the Agriculture, Environment, Livestock and Fisheries Sector in West Africa as assigned by the Regional Division Manager of the Agriculture and Agribusiness Sector in West Africa (AHAI-W), and/or the Country Manager, COSN;

Selection Criteria (including requisite skills, knowledge, and experience):
• A Master's degree in Agriculture, Rural Development, Agricultural Economics or related field, and at least (5) five years of professional experience in programme/project design and management, extensive knowledge of all Agricultural sub-sectors, and specific experience in the implementation and management of donor-funded projects in an African context;

• Previous experience working in multilateral financial institutions or similar large organisations, and performing duties such as preparation, appraisal, supervision or implementation of donor-funded projects;
• Full mastery of project cycle principles and project implementation applicable in Regional Member Countries (RMCs) is required for portfolio management;
• Demonstrated planning and organisational skills. Strong conceptual and research/analytical skills, with the ability to think strategically and quickly analyse and integrate diverse information from a variety of sources to draw conclusions and recommendations;
• In-depth knowledge of social, political and development issues in the country;
• Demonstrated ability to interact competently with national authorities in the agriculture, environment, livestock and fisheries sector and donor agencies on issues related to aid coordination in Senegal;
• Competence in the use of Bank standard software; (Word, Excel, Access, and PowerPoint); experience in the use of COSTAB would be an asset;
• Excellent oral and written communication skills: Ability to effectively communicate in English or French (written and oral), with practical working knowledge of the other.
