Monitoring, Evaluation, Learning and Adapting (T-MELA) Proposal

Proposal Summary:
The USAID/Tanzania Monitoring, Evaluation, Learning and Adapting (T-MELA) project will provide these services to the USAID/Tanzania Mission and its implementing partners. The work will include strengthening Mission staff’s ability to employ data to make strategic decisions, advancing Mission learning on youth development challenges via evaluations and assessments, developing the M&E and collaborating, learning and adapting capacity of Mission, implementing partner and Government of Tanzania staff and building the capacity of local M&E organizations.

Position Summary:
The GIS specialist will support the T-MELA team by producing maps, data visualizations, and other cartographic products. The GIS Specialist will be responsible for managing spatial datasets and will be required to work effectively with USAID and other parties to collect, update and maintain geospatial datasets. This is a long-term assignment based in Dar es Salaam.

Responsibilities:
• Create, maintain, and improve data visualizations and cartographic products in printed/electronic formats using technologies, such as ArcGIS, QGIS, or similar.
• Assist USAID in developing effective tools and processes to collect, manage and combine spatial datasets.

• Support and/or lead capacity-building activities for implementing partners on GIS tools, geocoding data and processes, data management strategies, and other data-related activities.
• Ensure that all TPM data collected under the project consists of spatial attributes.
• Provide help desk and DIS support to implementing partners.
• Build and maintain relationships with USAID and third-party partners to establish and maintain a library of geospatial data including project-specific datasets and base data.
• Standardize and clean geospatial datasets and associated attributes across project-specific datasets.

• Conduct basic geospatial analysis on collected datasets per the direction of USAID and T-MELA leadership.
• Perform GIS data quality control of field data and storage to ensure privacy rules are followed.

Qualifications:
• Minimum three years of experience conducting geospatial analysis, managing geospatial data, and cartographic production.
• Expertise with proprietary and open source GIS software including ArcGIS and QGIS.
• Excellent data management skills and experience working with datasets in multiple formats including shapefile, geodatabase, and CSV.
• Ability to work in a team environment.
• Ability to produce high-quality work under deadlines.
• Strong organizational, coordination, and interpersonal skills.
• Familiarity with international development projects. USAID experience preferred.
• English language fluency is required, and Swahili proficiency is preferred.
