Activities

The Livelihood Restoration Manager will be responsible for:

• Developing a detailed understanding of the RAPs and identified livelihoods strategy for physically and economically displaced Project Affected Households (PAHs) for the Priority Areas, Pipeline, Above-Ground Installations (AGIs) and MST.

• Creating a detailed and robust project management plan to deliver the livelihoods strategies, integrating available human, financial and contractor resources. The plan will have to cover the delivery and monitoring of livelihood restoration interventions to over 9,500 PAHs across the 1,147 km pipeline length in Tanzania.

• Identify and coordinate the procurement of Third-Party organisations to undertake detailed design and implementation of the Livelihoods Restoration programme and monitoring process.

• Project managing the scope, deliverables, reporting, financial reporting and contractual aspects for all livelihoods contractors.

• Defining livelihoods restoration monitoring activities, reporting KPIs and implementing robust livelihoods data collection and analysis mechanisms.

• Coordinate the support and inputs of Livelihoods Advisors and ensuring that all advice provided is geared to restoring PAPs livelihoods.

• Identifying any risks to PAPs and particularly vulnerable PAHs arising from the livelihoods restoration process, and identifying and implementing suitable mitigation measures with relevant contractors

• Monitoring and centralizing livelihood restoration data coming from livelihoods teams in the field including reviewing implementation progress and identifying lagging areas.

• Setting the planning for and participating in progress and monitoring meetings with livelihood restoration teams and implementation partners.

• Submitting weekly and monthly reports as determined by Head of RAP Implementation and LSOC Manager

Context and environment

• The Livelihood Restoration Manager will be based in Dar es Salaam with regular travel to the field.

• The Livelihood Restoration Manager is expected to interface continuously with all departments within the Land and Social department, wider CLIENT’S organization and Resettlement Implementation Contractor/s as necessary.

Accountabilities

• She/he is responsible for coordination and delivery of appropriate livelihood restoration programmes, transitional support and relocation of displaced PAPs.

• She/He will ensure the livelihood restoration strategies are completed in compliance with IFC Performance and Project standards.

Qualifications/Experience required

• Advanced Degree in Environmental, Social Sciences, Agricultural Economics, Agronomy, Agribusiness, Business Development, Social Anthropology, Sociology or related discipline required.

• 15-20 years of proven Project Management experience working within industry or a large organization with a focus on the management of large and diverse professional teams and complex projects, required.

• East Africa experience required.

• Proven professional experience in livelihood restoration planning, implementation and monitoring, preferred.

• Experience of investor financed Projects compliant with the International Performance Standards on livelihood restoration, preferred.

• Proven experience managing contractors including technical and financial management and monitoring, required.

• Proven communication skills with an ability to develop and maintain good relations with stakeholders, required.

• Negotiation and conflict management skills, required.

• Proven ability to mentor, coach and manage teams, required.

• Proven ability to multitask, work independently, manage significant workload and competing demands whilst meeting deadlines, required.

• Proven computer, report writing and analytical skills, required.

• Fluency in English (written and spoken) and Swahili, required.
