LEARNING SPECIALIST -

Khulisa seeks a qualified and experienced Learning Specialist for a 4-year USAID Monitoring, Evaluation, and Learning (MEL) activity in Tanzania.

The activity will (i) conduct performance monitoring for all USAID/Tanzania activities, (ii) design, implement, and disseminate evaluations, assessments, surveys and monitoring analyses; (iii) build MEL capacity of USAID/Tanzania and implementing partners, local organizations, and government counterparts, and (iv) facilitate intentional use of collaborating, learning, and adapting (CLA) among USAID/Tanzania staff, implementing partners, and internal and external stakeholders.

This is a full-time position based in Dar es Salaam, Tanzania and is contingent upon project award to Khulisa.

Technical expertise in one or more of the following areas: economic growth, agriculture/food security, health and/or governance sectors required.

· Experience working in Tanzania required.

· English language skills required. Tanzanian Nationals are encouraged to apply.

Qualifications

· Master’s degree in social science, monitoring and evaluation, development studies, public policy, business administration, economics, or a related field and at least 8-10 years of relevant experience.

· At least 8 years’ experience in strategic planning, monitoring and evaluation, project design, knowledge management and change management.

· At least 5 years’ experience with USAID’s collaboration, learning and adapting (CLA) framework, including working collaboratively with stakeholders to review and use data to inform policy and project design and implementation

· Experience in developing learning agendas and learning questions

· Demonstrated experience organizing and facilitating stakeholder workshops/events focused on MEL, learning and adaptive management

· Experience preparing and presenting complex information in an accessible manner to high-level audiences.

· Experience designing and implementing knowledge management systems and disseminating information to targeted audiences

· Extensive expertise effectively liaising, communicating, and working collaboratively with a wide array of stakeholders

Key Roles and Responsibilities

· Lead activities focused on building capacity of USAID/Tanzania staff, Government of Tanzania (GOT) counterparts and local partners in CLA for adaptive management including but not limited to improving organizational practices and business processes to deepen coordination, collaboration and synergies.

· Foster strong, collaborative relationships with key Mission stakeholders to facilitate dialogue and learning and coordinate efforts towards the development objectives. Build a network of key stakeholders for ongoing learning events and conversations.

· Develop a USAID learning agenda/plan that complements the learning activities of other donors and stakeholders, develop learning questions and communities of practice

· Support strategic communications, including producing publications and organizing public events to share and develop learnings. Facilitate key learning events and discussions, such as brown bag events, pause and reflect sessions, and think tanks.

· Build capacity of USAID/Tanzania in translating MEL data into knowledge and in using MEL information to inform programming

· Provide support to USAID/Tanzania in implementing a knowledge management system and disseminating assessments, study findings, and evaluation reports.

· On an on-going basis, gather contextual information concerning Tanzania that might impact directly or indirectly USAID strategy, current project implementation, and new project design activities. Such documents may include demographic, household-level, and national economic indicator data; results from sector-specific surveys; research on best practices, lessons learned, or innovative partnership models.

· Identify and implement opportunities for CLA with USAID implementing partners, GOT, and other stakeholders including but not limited to: participatory learning and adapting, pause-and-reflect, and data review meetings and workshops

· Support and oversee efforts to integrate CLA in Activity design, management, and internal processes.
