Grants Manager, Tanzania Kilimo Tija

Opportunity:
The Grants Manager will ensure appropriate grant administrative procedures are in place, maintained, and carried out effectively in compliance with USAID and Abt regulations. The Grants Manager will work together with the technical team members in Tanzania and Abt Associate’s home office to develop grant programs and ensure effective communications with grantees, as well as manage proper use of grant funding in response to the project’s objectives. The Grants Manager and will report to and collaborate closely with the Organizational/Business Development Manager, Deputy Chief of Party, and Chief of Party. This position will supervise the Grants Manager and Grants Assistant.

Key Roles and Responsibilities:
• Oversee grants administration, compliance, and implementation procedures as documented in ADS 302 & 303 and the approved Grants Manual, and ensure compliance with local laws.
• Conduct grants solicitations and advertisements; design and prepare grant review guidelines for evaluators, including scoring formats; convene grant committee meetings; participate in negotiations with applicants; and prepare the negotiation memoranda, approval requests, and award documents.

• Implement a grant tracking system to ensure the timely and correct execution of all grant agreements, with support from Abt’s US-based Grants Management Unit.
• Collaborate with various internal project team (including technical, grants, MEL, and communications) to ensure grant deliverables are well tracked and implemented and expand opportunities for youth and women.
• Collaborate with Abt’s Senior Portfolio Manager and the project’s Youth Inclusion Lead and Gender Inclusion Lead to identify opportunities to increase enterprise and employment opportunities.
• Make periodic site visits to grantees that are executing projects supported by grant funds.
• Organize and/or provide opportunities for capacity development to strengthen grantees’ financial, management, and governance systems, as well as operational policies and manuals.
• Ensure successful and compliant close-out of grant activities.

Preferred Qualifications:
• Master’s degree in finance/accounting and at least seven years of financial and grants management experience with direct responsibility overseeing grants programs over $5 million.
• Progressively challenging work experience in grants management, program coordination, monitoring, learning, or organizational development.
• Excellent oral and written communication skills with professional fluency in English required.

Minimum Qualifications:

• Bachelor’s Degree + Twelve years of relevant experience, or Master’s Degree + Ten years of relevant experience, or PhD+ Eight years of relevant experience
