1. Activity Summary
T-MELA is a four-year contract for the Tanzania Monitoring, Evaluation, Learning and Adaptation (T-MELA) Activity. The activity is geared to assist the USAID/Tanzania Mission with strategy- and activity-level performance monitoring, evaluation, and learning. This activity will also provide data gathering and verification, data visualization (including Geographic Information Systems), data quality assessments, impact and performance evaluations, assessments, organizational learning, and collaboration among USAID’s implementing partners and DO teams. T-MELA has four tasks/components: i) Performance monitoring ii) Assessments and Evaluations iii) Collaborating, Learning and Adapting and iv) Capacity building to local M&E Organizations.
2. Position description
IBI is seeking a Data Quality Assessment (DQA) consultant to support T-MELA to complete DQA for USAID/Tanzania from June -September 2023. This position is seeking candidates with Tanzanian citizenship.
The purpose of the DQA is to help USAID Mission and implementing partners understand the strengths and weaknesses of their data and the extent to which the data can be trusted to influence management decisions, as well as to recommend steps to improve data quality as needed.
DQA’s aim to determine:
- The extent to which the data reported on the performance indicator by the Implementing Partner meets the USAID five standards of data quality (reliability, timeliness, integrity, precision and validity)
- The strengths and weaknesses of IP-collected data and IP data collection systems and approaches
Responsibilities
o Support the T-MELA DQA team in developing final DQA schedule
o For assign DQA/IP, review IPs MEL plan and annual/quarterly indicator reports and past DQAs if available
o Developing detailed methodologies/approaches and supporting tools to apply during DQAs
o Visit Implementing Partners (IPs) head office and activity zones and perform the following:
o Introductory sessions, system assessment
o Field data verifications
o Complete DQA checklists for each IP and each indicator.
o Produce daily field reports/milestones of activities conducted & completed/ongoing
Prepare the DQA Report
o Develop summary analysis (including DQA evidence, findings, and corrective recommendations, under guidance from DQA team)
o Complete Draft DQA report using a template provided by the T-MELA DQA team.
o Participate in DQA debriefing to IP and USAID
o Complete Final DQA report
3. Deliverables
The following deliverables will be required:
o DQA plans and schedules;
o DQA Methodology/Approaches;
o Daily Field Reports;
o Final DQA Report (s); and
o Other items as required by the T-MELA DQA team.
4. Qualifications
o Holds Tanzanian citizenship;
o Bachelor/master’s degree required, preferably in development sectors (USAID sectors) or monitoring and evaluation;
o A minimum of five-year of experience in undertaking DQAs for USAID or its Implementing partners, including planning, methodology, data collection, analysis and reporting;
o Demonstrated experience conducting quantitative and qualitative data collection and analysis in development sector required;
o Ability to collect, organize, analyze, and disseminate large amounts of information with attention to detail and accuracy required;
o Proficiency using Microsoft Office Suite required; and
o Fluency in verbal and written English as well as strong writing skills in English required.
