Context
We are actively seeking an experienced Software Systems Manager for the DATIM project. The ideal candidate will have experience as an agile product owner and a deep understanding of DHIS2, as well as field experience. The candidate should possess the ability to articulate a clear software vision for the project, drawing on their extensive systems knowledge. While not a hands-on developer, they should be proficient in prioritizing the backlog to align with client needs. This individual will serve as the crucial interface between the general project manager, ensuring a deep understanding of priorities and their translation into actionable tasks. They will be accountable for delivery, client interactions, and the creation of a comprehensive roadmap for DATIM. Collaborative skills are key, as they will work closely with the IT project manager of the overall project and enterprise architects across the PEPFAR portfolio to drive successful project outcomes.
DATIM is a US government funded project with the aim to collect all PEPFAR (AIDS relief programme) data in one DHIS2 powered data management system. This means integrating data flows from all government programmes and partners, but also, where possible, working with ministries of health is foreign countries to create an inclusive data repository.
Start date: 1 December 2023, contingent on contract award.
Location: The location can be remote, but the hiree will be expected to work partly at EST times (i.e. accommodate client meetings at that time). The team will be located across several African countries, Belgium and Washington D.C.
Roles & responsibilities
- Develop, test, document, and maintain metadata deployment packages for our production DHIS2 instance, DATIM
- Assist the team of developers with their non production environments
- Construct solutions within DATIM based on client needs and DATIM’s technical infrastructure
- Assist with the yearly major software revision upgrade including testing and any metadata migration work
- Assist with the yearly major update to data collection forms and disaggregations
- Assist with communication materials and comms development when new applications are released on DATIM.

Required
- Ability to obtain a Moderate Risk Public Trust Clearance (MRPT)
- Bachelor’s Degree in Computer Science, Engineering, or a related field.
- 4+ years working directly with DHIS2, or 5+ years hosting other open source projects utilizing Apache Tomcat and PostgreSQL (please be prepared to elaborate)
- 7+ years of hands-on programming experience.
- Experience with scripting and programming in Python 3, as well as experience with SQL, git, and REST APIs desired.
- Working knowledge of Bash / shell scripting in a Linux/Unix environment
- Excellent oral and written communication skills in English
Prefered
- Possession of a Moderate Risk Public Trust Clearance (MRPT) or of a secret/top secret clearance (preferred) – If you do, please flag this in your application!

- Knowledge of Agile software development methodologies.
- US Government Experience or International Public Health Background, PEPFAR experience is favorable
- Working experience in Africa, Asia or Latin America is a plus
- Working experience in Global health, Health financing or Monitoring and Evaluation in another sector is a plus
