Context
We are currently seeking a highly skilled Software Developer with specialized expertise in data system integration to join our team dedicated to the DATIM project. The ideal candidate will possess a strong background in software development and a proven track record of successfully integrating data systems within the context of DATIM, a critical global health initiative.
DATIM is a US government funded project with the aim to collect all PEPFAR (AIDS relief programme) data in one DHIS2 powered data management system. This means integrating data flows from all government programmes and partners, but also, where possible, working with ministries of health is foreign countries to create an inclusive data repository.
Start date: 1 December 2023, contingent on contract award.
Location: The location can be remote, but the hiree will be expected to work partly at EST times (i.e. accommodate client meetings at that time). The team will be located across several African countries, Belgium and Washington D.C.
Roles & responsibilities
- Collaborate closely with cross-functional teams to design, develop, and implement data integration solutions that facilitate the seamless exchange of information across DATIM’s complex software ecosystem.
- Develop and maintain custom scripts, APIs, connectors, and applications as needed to support data integration efforts specific to DATIM requirements.
- Work in tandem with business analysts and data stakeholders to comprehend data needs, perform intricate data mapping and transformation, and ensure the highest level of data quality and accuracy within DATIM.
- Proactively identify and resolve data integration challenges within the DATIM project, collaborating with technical support teams to implement effective solutions.
- Create, maintain, and update comprehensive documentation related to DATIM’s data integration processes, system configurations, and development activities.
- Implement rigorous testing and validation procedures to guarantee the integrity and reliability of data integration solutions within the DATIM context.

- Expert proficiency in software development languages and tools relevant to DHIS2 customization and development.
- Advanced understanding of DHIS2 principles, data models, and configurations.
- Strong expertise in DevOps principles, automation, and infrastructure management practices.
- Exceptional problem-solving skills for addressing complex technical issues and optimizing DHIS2 hosting and DevOps processes.
- Meticulous attention to detail to ensure precise software development and hosting/DevOps tasks.
- Keen eye for detail for working with large, complex, interconnected systems

Required
- Ability to obtain a Moderate Risk Public Trust Clearance (MRPT)
- Excellent oral and written communication skills in English
- Bachelor’s Degree in Computer Science, Engineering, or a related field.
- 2+ years working directly with DHIS2, or 3+ years hosting other open source projects utilizing Apache Tomcat and PostgreSQL (please be prepared to elaborate)
- 2+ years of hands-on programming experience.
- A foundational understanding of DHIS2 or relevant health information management systems.
Prefered
- Possession of a Moderate Risk Public Trust Clearance (MRPT) or of a secret/top secret clearance (preferred)

- Demonstrated experience in architecting and customizing DHIS2 solutions for health information management in various settings or projects.
- Proficiency in DevOps tools, contributing to the efficient execution of data system integration tasks.
- Expertise in server management, cloud platforms, or virtualization technologies.
- US Government Experience or International Public Health Background, PEPFAR experience is favorable
- Working experience in Africa, Asia or Latin America is a plus
- Working experience in Global health, Health financing or Monitoring and Evaluation in another sector is a plus
