This position will be in support of HJF Medical Research International, Inc. Tanzania (HJFMRI) program.

Responsibilities

HJF Medical Research International, Inc. Tanzania (HJFMRI) is seeking to hire a Senior Technical Advisor, TB / HIV & Nutrition . This position will serve as the technical lead for facility-based adult and pediatric TB/HIV and nutrition services for the HJFMRI Tanzania Southern Highlands Program. The incumbent will be responsible for developing and streamlining TB/HIV programming towards effective and sustainable implementation and providing high-level technical assistance of the supported TB/HIV and nutrition activities, including designing and supporting the implementation of innovative approaches and evidence-based practices to ensure high quality and integrated TB/HIV and nutrition services across the supported regions, councils, and facilities. The position is based in Mbeya with frequent travels to Rukwa, Katavi, Songwe and Mbeya regions. The position reports to the SHL Program Director.

Responsibilities

  • Oversee all HJFMRI Tanzania SHL Program adult and pediatric TB/HIV and nutrition services, including planning, implementation, monitoring and evaluation of TB/HIV and nutrition activities.
  • Provide technical support in the development of TB/HIV and nutrition program design, work plans and implementation strategies necessary to achieve the set targets and service coverage to the Southern Highlands zone.
  • Work with the Ministry of Health, Regional and Local government authorities in health facilities in the Southern highlands, to direct HJFMRI medical staff in the implementation and management of all clinical aspects of a comprehensive TB/HIV services and nutritional support.
  • Capacitate staff at the regional and council level, as well as health facility personnel, in the areas of technical planning, management, monitoring and evaluation for TB/HIV and nutritional programs.
  • Ensure all HJFMRI Tanzania TB/HIV and nutrition activities are designed and implemented in accordance with USG-PEPFAR and MoH-NACP guidelines.
  • Participate in planning and technical meetings organized by USG and GOT (MoH).
  • Develop and maintain good working relationships with all key stakeholders in TB/HIV and nutritional services delivery in Tanzania.
  • Collaborate with other technical leads to develop joint annual, quarterly, and monthly plans and budgets for successful implementation of TB/HIV services in the served regions.
  • Liaise with the M&E Department to ensure TB/HIV and nutrition components are functional, which includes clarity of indicators, quality of M&E data collection tools, data quality and reporting.
  • Facilitate and coordinate Quality Improvement activities/initiatives with the CQI team for TB/HIV performance improvement.
  • Participate in appraisals of program operational efficiency and target setting while keeping track of re-programming areas and advises appropriately and in a timely manner to meet USG/PEPFAR requirements.
  • Document feedback during USG and MOHSW meetings and to share t hem with Senior HJFMRI Management staff to ensure strategic and informed program decisions under TB/HIV components.

Required Knowledge, Skills And Abilities

  • In depth understanding of the Tanzania regulatory and business environment, health systems and administrative structures including working with the Regional Government (RC/RAS offices with the RHMT teams and DC/DED offices with the CHMT teams).
  • Demonstratable ability to write technical documents (proposal and reports) and give state-of-the-art presentations.
  • Ability to travel up to 50% of the time in the SHL zone.
  • Analytical, problem solving and exceptional organizational skills.
  • Excellent interpersonal, communication and relationship skills, including flexibility, diplomacy, intercultural communicative competence, and respect for colleagues.
  • Detail-oriented (attentive to details) and able to perform in a high-pressure environment.

Education And Experience

  • Doctor of Medicine degree (MD) required. Master’s degree in internal medicine or infectious diseases preferred.
  • At least ten (10) years’ experience in PEPFAR HIV Program implementation required. Experience in TB/HIV and nutrition programs preferred.
  • PEPFAR (DoD, USAID, or CDC) and experience working with international NGOs in a cross-cultural setting preferred.
