Missions / Job Dimensions
The Job Holder is responsible for:
• Supporting EACOP Pipeline Package Manager for all construction related matters during design phase and;
• Coordinating in Uganda and Tanzania all pipeline construction related matters;
• Awareness of and compliance with H3SE standards and business ethics by subordinates and contractors.
• Coordinate with all Stakeholders with the implementation of Pipe Track.
• Coordinate all Pipe track training with WASCO ISOAF, MLC Contractor and CPP
• Act as the focal point for EACOP with Petro IT for Pipe Track.

Activities

• Coordinate with EPcm team for all construction matters in Tanzania & Uganda;
• Support constructability studies;
• Support all regulatory, statutory and permitting in relation with construction matters;
• If required to support land-acquisition process;
• Participate in contractor mobilization and pre audit if required;
• Participate in construction processes qualification (e.g. field joint coating, bending);
• Review construction document as issued by EPcm contractors then field engineering by epC.
o Reviews, comments and verifies EPcm engineering
o Ensuring that the Pipeline seismic design, expansion, stability and upheaval buckling analysis are performed.
o Participate and provide technical speciality pipeline routing, alignment sheet, GIS, etc.
o Ensure application of onshore pipeline design and installation, particularly with respect to the requirements of ASME B31.4, API RP1110, API1104, etc.
• Review construction schedules for pipeline;
• Support analysis and use of geo-technical and geophysical surveys data;
• Support Pipeline Package Manager in all related Construction matters and verify the compliance with contract Exhibits;
• Review consistency and completeness of Design Dossier for construction packages;
• Provide input to planning with regards to pipeline construction activities;
• Provide necessary input into project procedures in relation with pipeline constructions activities (PEP, HSE, QA/QC, E&S);
• Review and give comments on project specifications and procedures that relate to construction;
• Support construction activities site supervision;
• Support H3SE system implementation with focus on pipeline construction risks;
• Adopt and demonstrate exemplary behaviour with regard H3SE and H3SE rules implementation including Environment & Social Management plans requirements.
• Adopt and demonstrate exemplary behaviour with regard to Ethics and project “code of conduct” policy
• Participate to meetings with partners, authorities and other stakeholders as required.
• Carries out any other duties or tasks that may be required by the position.

CONTEXT AND ENVIRONMENT
• The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of main line block valves and trace heating stations. 150km fo feeder lines from Upstream facilities will tie-in to the EACOP project. The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment;
• Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast-track mode. The project is aiming at a Ready for Start-up (RFSU) schedule not later than 39 months after FID;
• The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing;
• In the current context of low oil price, the project needs to be developed with low CAPEX & OPEX to support the development economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus;
• Job Location: : The position will be based at Company Offices in Dar Es Salam in Tanzania.

ACCOUNTABILITIES

• To ensure implementation H3SE requirements in construction deliverables and Site activities;
• To ensure compliance with technical requirements and regulatory frame in all pipeline construction related activities;
• To ensure pipeline construction is prepared and carried out using best industry standards while taking into account the specificties of the EACOP project;
• To ensure smooth interface and robust cross functionality with other disciplines and departments involved in Project execution;

QUALIFICATIONS AND EXPERIENCE REQUIRED
• Degree: Engineering - MSc Degree;
• Proven experience minimum 7.5 years in Oil &Gas Industry with similar large scale projects & complex environment;
• Previous pipeline construction experience within a large multi-national and multicultural Projects; • Experience may include African projects with strong social and environmental requirements;
• Ability to work in a multi-cultural business environment.
• Good interpersonal and communication skills.
• English as mother tongue or Fluent in English (speaking and writing).
