ACTIVITIES

•   To provide assistance to the package Manager, Leads and Delivery Managers for all matters related to building design and construction activities and manage all these activities in coordination with concerned parties (CLIENT’S, EPcmC Contractor, SubContrcator , etc…). A sharp understanding of contractual implications is required to properly handle potential design changes and construction coactivities,

•   Supervise buildings detailed design activities. Interface with Contractor – Architect, engineers, speciality consultants. Provide support to Delivery Manager, as required,

•   Ensure compliance with applicable standards and local regulations, including particular project requirements,

•   Assess suppliers/speciality contractors/consultants capabilities during procurement and subcontracting

activities,

•   Ensure effectively workflows associated to design activities, shop drawings review, Request for Information/Deviations/Sites Queries,

•   Provide support to CPY/Delivery Manager with material selection and potential substitution requests. Proper compromise shall be ensured between Local Content opportunities and technical/functional requirements,

•   Review EPC schedule for Buildings detailing design, procurement and construction activities,

•   Provide contractual assessments when disagreements arise regarding compliance to functional/technical requirements,

•   Direct construction site inspectors/advisors for proper follow-up of erection activities (quality of construction, co-activities between trades, progress),

•   Ensure process safety & occupancy safety of facilities, e.g. Laboratory building, hazardous waste shelters,

•   Actively participate to weekly progress meetings, and provide inputs to progress status reporting,

•   Review and approve building EPC contractor’s quality and assessment plans, quality procedures,

•   Liaise with Site QC team for the proper quality administration activities, such as the control of quality records, non conformance processing, audits and surveillance, and issuance of periodic quality reports,

•   Initiate or recommend solutions to remediate and prevent non-conformance,

•   Participate to the development of punch-list items as part of the pre-commissioning/commissioning phases,

•   Support permit application activities where required,

•   Adopt and demonstrate exemplary behaviour with regards to H3SE and H3SE rules implementation,

•   Adopt and demonstrate exemplary behaviour with regards to Ethics and project “code of conduct” policy, •   Participate to meetings with partners, authorities and other stakeholders as required, •   Carry out any other duties or tasks that may be required by the position.

 

CONTEXT & ENVIRONMENT

 

CLIENT’S project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a serie of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the CLIENT’S project.

The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor is in charge of Detailed Engineering (except for most of the buildings)and Procurement.

CLIENT’S direct personnel, including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities.

The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region.

The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing.

 

DURATION / LOCATION

 

•   Starting date:   01 December 2023

•   Duration:   Project duration until start-up and close-out

•   Location: CLIENT’S office in Dar es Salaam for 12 to 15 months with missions to the site and at TANGA for the construction phase 21 months

•   Status:        Local Site Regime

QUALIFICATIONS & EXPERIENCE REQUIRED

 

•   University Degree, or equivalent, in related field or applicable discipline or in a recognized Engineering/building discipline,

•   Mastery of project specified building codes (notably BS and EN), standards and oil & gas industry practices,

•   In depth knowledge of Building systems, finishes and materials and performance in the region. Deep understanding and mastery of technical trades, including complex instrumented systems (like security systems, fire detection and protection, HVAC networks),

•   Proven records of 10+ years’ design and construction experiences. 3-5 years of experiences with Plant/Technical Buildings design/construction,

•   Ability to work in a multi-cultural business environment,

•   Good interpersonal and communication skills,

•   Can deal with pressing deadlines,

•   Fluent in English (speaking and writing),

•   Previous experience with Chinese contractor is considered an asset.
