Context
We are seeking a junior DHIS2 developer ( Hosting & DevOps) to join the DATIM project team, possessing strong software development expertise along with DHIS2 hosting skills or a foundation in DevOps practices. The ideal candidate will demonstrate a solid background in software development and a basic understanding of DHIS2 hosting or DevOps principles. This role involves active participation in software solution development while also contributing to DHIS2 hosting or DevOps tasks. By joining our DATIM project, the selected candidate will play a key role in shaping technical solutions, ensuring effective software delivery, and supporting DHIS2 hosting and DevOps activities.
DATIM is a US government funded project with the aim to collect all PEPFAR (AIDS relief programme) data in one DHIS2 powered data management system. This means integrating data flows from all government programmes and partners, but also, where possible, working with ministries of health is foreign countries to create an inclusive data repository.
Start date: 1 December 2023, contingent on contract award.
Location: The location can be remote, but the hiree will be expected to work partly at EST times (i.e. accommodate client meetings at that time). The team will be located across several African countries, Belgium and Washington D.C.
Roles & responsibilities
- Software Development: Actively participate in software solution development, working closely with the development team to implement DHIS2-related features and enhancements.
- DHIS2 Hosting: Contribute to DHIS2 hosting tasks, including server setup, maintenance, and monitoring to ensure the stability and performance of DHIS2 instances.
- DevOps Support: Assist in DevOps activities, such as automating deployment processes, configuring continuous integration/continuous deployment (CI/CD) pipelines, and managing infrastructure as code.
- Technical Solutions: Collaborate with the team to shape technical solutions for DHIS2, considering software development best practices and hosting/DevOps requirements.
- Effective Software Delivery: Ensure effective software delivery by participating in testing, debugging, and troubleshooting to resolve issues promptly.
- Documentation: Maintain clear and comprehensive documentation of hosting configurations, deployment procedures, and DevOps practices for reference and knowledge sharing.

- Strong proficiency in software development languages and tools relevant to DHIS2 customization and development.
- Basic understanding of DHIS2 principles, data models, and configurations.
- Familiarity with DevOps principles, automation, and infrastructure management practices.
- Strong problem-solving skills to troubleshoot technical issues and optimize DHIS2 hosting and DevOps processes.
- Ability to adapt to new technologies and tools, staying updated with the latest trends in software development and DevOps.

Required
- Ability to obtain a Moderate Risk Public Trust Clearance (MRPT)
- Excellent oral and written communication skills in English
- Bachelor’s Degree in Computer Science, Engineering, or a related field.
- 1+ years working directly with DHIS2, or 2+ years hosting other open source projects utilizing Apache Tomcat and PostgreSQL (please be prepared to elaborate)
- 2+ years of hands-on programming experience.
- A foundational understanding of DHIS2 or relevant health information management systems.
Prefered
- Possession of a Moderate Risk Public Trust Clearance (MRPT) or of a secret/top secret clearance (preferred) – If you do, please flag this in your application!
- Located in or close to EST time zone. If you are, please flag this in your application!
- Experience in customizing DHIS2 or similar health information systems.
- Familiarity with DevOps tools like Docker, Kubernetes, Ansible, or Terraform.
- Experience in server management, cloud platforms, or virtualization technologies.
- Knowledge of continuous integration and continuous deployment (CI/CD) practices.
- Knowledge of Agile software development methodologies.
- US Government Experience or International Public Health Background, PEPFAR experience is favorable
- Working experience in Africa, Asia or Latin America is a plus
- Working experience in Global health, Health financing or Monitoring and Evaluation in another sector is a plus
