Mission description
General objective of the mission
The general objective of the mission is to the support the project with communication and visibility activities to inform all stakeholders of evolutions and achievement of the project and create a community of practitioners though the establishment of a communication strategy and the implementation of a communication plan and resulting communication activities.
Description of the task to be assigned
Based on the communication strategy and action plan, continue to implement the current activities:
- Defining the editorial calendar based on the project activities (closely with the IORIS coordinator who is covering the IORIS training sessions)
- Managing the social networks (Twitter and Linked), and updating the YouTube channel
- Drafting, formatting and distributing a quarterly newsletter (created with MailChimp application)
- Maintaining the contact database (managed under MailChimp)
- Coordinating the web designer activities (maintenance of the website, backup, update of plugs-in or applications, bugs, etc.)
- Organising and updating the website (developed with WordPress)
- Drafting, formatting and posting articles in the website
- Managing the webinars using Zoom platform (invitations, announcements, technical management, follow-up, etc.)
- Contributing to CMR information material (especially newsletter)
- Coordinating the creative design of illustrations, visuals, etc. with the support of a graphic designer
- Coordinating the production of promotional items (coins, kakemonos, business cards, etc.)
- Management of the media relations
- Organisation of events and reporting
- Any other related task as requested by the Project Director or EF
- If necessary, adapt the communication strategy and action plan to the current activities
Expected Results
The project is visible to all potential stakeholders of the project, and events are organised.
- In order to evaluate the results achieved, some indicators will be defined with the Expert, such as the
- - ratio number of newsletters published: at least year
- ratio number of newsletter subscribers : at least 400 subscribers
- ratio number of social networks and number of followers
- - ratio number of the tools developed : at least 5 different supports of communication developed all over the project, including IT communication tools
- Project or context description
- Conceived as a tool to tackle trans-regional crime, the maritime component of Instrument Contributing to Stability and Peace - Critical Maritime Routes program has launched a number of initiatives in the maritime domain aiming the twofold objective of securing the Sea Lanes of Communication and protect the economy of the EU.
- Between 2015 and 2020, CRIMARIO I delivered activities to enhance MDA in the South Indian Ocean Region, laying important ground work for maritime data information exchange through development of the Indian Ocean Regional Information Sharing & Incident Management Network (IORIS).
- CRIMARIO II will continue the process of outreach to expand the use of the IORIS platform among different stakeholders, namely in the Eastern Indian Ocean and South East Asia. In this regard, CRIMARIO II will offer a step further and help to map different approaches and expertise in maritime security through shaping and strengthening a cooperative domain awareness community as well as law enforcement capacities in the Indian Ocean region.
- The project will contribute to the strengthening of local capacity of regional maritime surveillance centers and other national agencies involved in maritime security by fostering a culture of inter-agency coordination and regional cooperation.
The project will be implemented through three main components:
- Component 1 : Interoperable data gathering/information sharing system to promote MDA
- Component 2 : Strengthened maritime surveillance, policing, investigation and judiciary
- Component 3 : Compliance with international regulations
- This 4 year project of 7.5 million euros will be implemented by a team of a 8 Key Expert. Short term expertise is strengthening the permanent team.
Education / Qualification :
- University degree (BA or MA) in communication, international relations
- Fluent in spoken and written English and ideally French
- Requested highest demonstrable professional competences on :
- Inter-cultural communication
- Team spirit
Professional experiences
- A minimum of fifteen (10) years of working experience and at least 5 years in communication
- Experience of international cooperation projects, especially funded by the EU.
Additional Specific requirements
- Good knowledge of local and regional stakeholders on the “thematic”.
- Excellent practice in digital applications: social networks, e-mailing (MailChimp), videoconferencing applications (Zoom, Teams, etc.), CMS (WordPress)
- Basic maritime culture (including maritime security or maritime crimes or maritime threads)
- Good knowledge of international relations, particularly in the Indian Ocean region.
