Terms of Reference (TOR) for developing and testing a digital monitoring and evaluation management information system (MIS) for SolidarMed Tanzania.

1. BACKGROUND

About SolidarMed
SolidarMed improves health care for more than 2.5 million people in rural Africa. We strengthen existing medical facilities and train local health personnel. Our projects are developed in close collaboration with local partners such as hospitals, health centres and health authorities, supported by our health experts on site. As a Swiss non-profit organisation with the Zewo certificate, SolidarMed’s work is efficient, diligent, and transparent. SolidarMed’s vision is universal access to good health care, and we strategically focus on the following:
- Protecting mothers, children, and adolescents.
- Fighting diseases such as malaria, HIV/AIDS, tuberculosis, and diabetes.
- Improving the quality of health service provision at health facilities and communities – Primary Health Care and Community Health.
- Supporting the training and further education of health staff.
- Sharing knowledge and raising awareness.

In Tanzania, SolidarMed has been active since 1999. From the start, SolidarMed has partnered with the Government of Tanzania (through the Ministry of Health and Local Government Authorities) to improve the quality of health service provision at hospitals, primary health care facilities and communities, including training of skilled health staff in the program areas. Through the integrated approach with the health system at all levels, SolidarMed strengthens the synergies between the different health system levels, thus fostering improvement in processes and active participation of both right holders and duty bearers.

Project title:Development and testing of a digital monitoring and evaluation management system (MIS) for SolidarMed Tanzania.
Objectives of the MIS:
  • Integrate all currently available country program indicators across the existing four project logic frameworks into an easy to use digital system
  • Provide an easy-to-use option to add data collection tools and indicators for the newly developed projects.
  • Provide options to show data as graphs and figures over time and thus allow tracking and analyzing data

The database is expected to foster the completeness, analysis, and use of the data by SolidarMed and partners, and facilitate sharing, and conducting learning and reflection workshops to share successes within the organization, at project level, and to build staff capacity.

Area of focus:A two-tier system architecture is proposed with efficient provision for data integration (between and within the respective tiers) for reporting and analysis. The first tier is web-based, and the second tier is mobile-based to support data entry. The open-source system should include:

  • Activity monitoring and evaluation.

-A dynamic setup module that captures all project indicators.

- Should have a planning module for capturing the annual targets of each indicator.

- should enable data tracking on a monthly, quarterly, semi or annual basis It should track both quantitative and qualitative data.

- Should be able to show aggregated data

- Should be able to visualize data

This entails a review of activity reports, and implementation plans, pre and post-activity assessments to assess the completeness of these activities and compliance with planned objectives, value-for-money, principles and deduce immediate results. This also gives an early assessment or otherwise that these activities will yield the intended results.

  • Learning and adaptation.

The database should include the development of learning materials, sharing, and conducting learning and reflection workshops to share successes within an organization, project level, and build staff capacity. The requirement is to develop an interactive knowledge repository with audio, visual, and print capabilities.

 

Consultancy scope of workThe consultancy, while undertaking this exercise, will be required to fulfil the following activities:

·         Develop web based MIS per specifications provided above and in line with the existing manual monitoring and evaluation framework.

·         Undertake system design, customization, and testing against the requirements.

·         Upon operationalization, evaluate the system regarding performance, usability, and other metrics.

·         Provide initial data entry for ongoing projects, identify lessons learned, and recommend areas of improvement for smooth continuation of use and further extension of the database.

·         Develop an easy-to-use system reference manual.

·         Train staff and provide post-implementation technical support for six months.

·         Make post-deployment changes to the system based on feedback from user experience.

 

DeliverablesThe work is expected to commence immediately after the signing of the contract. The consultant will be expected to submit the following:

Expected Outputs

• Web-based monitoring and evaluation system

• A mobile application used by field staff to collect data in the field and develop surveys and which is linked to the web-based system

• Reference manual

•An Interim Report after the development and training of the M&E MIS

• An Implementation report after deployment and full rollout of the M&E MIS (Installation reports)

•A Final Report after three months post-implementation review.

Schedule and reporting requirements.The timetable will be per an agreed work plan. However, the delivery of the assignment from inception to implementation is expected to be finalized within two (2) months from the commencement date and provide six (6) months of post-implementation support.

 

Bindings:The M&E MIS developed will be the property of SolidarMed, and the consultant has no rights to use it anywhere without prior written consent and approval from SolidarMed.
