Organizational Setting
FAO’s Subregional Office for Southern Africa (SFS) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). The Subregional Office is a subsidiary of FAO’s Regional Office for Africa (RAF).
SFS has been assisting a number of interventions linked to the Southwest Indian Ocean Fisheries Commission (SWIOFC). One of the programmes linked to the SWIOFC is a Partnership between the SWIOFC and Nairobi Convention (NC) and its countries, collaboration between fisheries and environment sectors. The main focus of this programme (SWIOFC-NCPP) lies in improving the coordination between fisheries and environmental management for the overall system to produce actual results on the ground. At the same time, it is essential that there are improvements on both fisheries and environmental management, where they can reinforce each other mutually.
The programme has essentially the following main elements; including Ecosystem-based fisheries management interventions which’ in synergy with environment management interventions through cooperation and collaboration between fisheries and environment institutions, fisheries and environment policy dialogue promotion and assistance to policy frameworks, and knowledge sharing and generation.
The programme will be implemented by SWIOFC/FAO and the Nairobi Convention/United Nations Environment Programme (UNEP) in partnership with the governments of Kenya, Mozambique, the United Republic of Tanzania and other Members.
The position is located in SFS and based in Maputo, Mozambique.
Reporting Lines
The Technical Adviser (Regional Coordinator) reports to the Secretary of the SWIOFC under overall supervision of the Subregional Coordinator for Southern Africa.
Technical Focus
Contributing to the technical and operational aspects of the implementation of the programme; technical competencies in fisheries and environmental development, management and policy support.
Key Results
Comprehensive technical and policy expertise to support technical cooperation-related programmes, projects, products and services in accordance with the FAO Strategic Framework.
Key Functions
• Leads the development, implementation and evaluation of assigned technical cooperation-related programmes/projects; reviews relevant documents and reports; identifies priorities, liaises with relevant parties; identifies follow-up actions.
• Coordinates technical cooperation activities and programme-related activities and reviews the assessments of issues and trends for their implementation and leads the preparation of impact evaluation or equivalent studies.
• Supervises preparation of various written outputs, e.g. background papers, analyses, substantial sections of reports and studies, inputs to publications.
• Contributes to consultative and other meetings, conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations.
• Participates in activities such as structuring of training workshops, seminars; makes presentations on assigned topics/activities.
• Leads field missions, including provision of guidance to external consultants, government officials and other parties.
• Provides advice regarding the development of policies and strategies related to technical cooperation, as well as regional, subregional and national protocols and guidelines for projects with specific domains related to FAO’s work.
Specific Functions
• Leads and supports the work of the SWIOFC-NC programme team.
• Ensures the coordination and synergies between the activities under the responsibility of components of the programme.
• Promotes, supports and coordinates the exchange of knowledge and experience among the SIWOFC/FAO and NC/UNEP for the purposes of the programme.
• Prepares annual work plans and budgets.
• Supervises and assists with the preparation of Letters of Agreement and other contractual arrangements for implementation of programme activities.
• Ensures and controls the overall technical quality of all activities of the programme.
• Monitors the progress of work of the entire programme and ensures that stipulated reports are prepared and submitted on time.
• Monitors the expenditures,
• Plans and supervises communication and dissemination of programme results and achievements in the participating countries and throughout the region.
• Represents the programme in relevant technical meetings and conferences.
• Liaises with the funding partner and other programmes and projects, initiatives and organizations in the region for work planning and coordination.
• Organizes the Project Steering Committee meetings as well as other meetings that are to be delivered at regional level (linked to the SWIOFC and Nairobi Convention) and acts as Secretary of these meetings.
• Liaises with government authorities and review programme activities by making regular visits to the participating countries.
• Performs other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in a field relevant to fisheries.
• Seven years of professional experience in fisheries development, with a specialization in (or focus on) community-based fisheries management, livelihood improvement assistance, value-chain development, and environment management.
• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions.
• Extent and relevance of experience in fisheries development and related areas.

• Capacity to work and establish working relationships with government and non-government representatives.
• Extent and relevance of knowledge and experience with UN, preferably FAO processes.
