Team Leader – Tanzania/Burundi (International)
SHELADIA Associates is a multi-disciplinary international professional consulting firm with demonstrated experience in the successful management and implementation of development projects throughout the world. SHELADIA believes that practicality and sustainability in development projects require flexible resource management, active participation of all stakeholders, and a shared goal of strengthening institutions and operational systems, to optimize the use of available resources.

SHELADIA is seeking a Team Leader in Tanzania/Burundi (International) to carry out the following scope;
• Carrying out Feasibility Studies, an Environmental and Social Impact Assessment (EIA) Study for rehabilitation of the Rusengo - Gisuru (33km) & the Bugarama – Makebuko (88km) road sections in Burundi;
• Carrying out Feasibility Studies, an Environmental and Social Impact Assessment (EIA) Study for rehabilitation of the Uvinza – Kanyani (50km), Uvinza – Mpanda (150km) & Kibondo – Mabamba (45km) road sections in Tanzania;
• Consolidate the two feasibility studies and prepare the combined feasibility study report for the entire project to determine its viability;
• Carrying out a review of Detailed Engineering Designs for the project roads to conform to the EAC agreed standards for harmonization upon instruction by the Client;
• Analyze the options of the use of Public-Private Partnerships (PPPs) concept in the construction, maintenance and management of the road;
• Preparation of tender documents for the viable options chosen by the Client for the project roads;

The Team Leader will have overall responsibility for the execution of the project by the Consultants and will handle all correspondence with the Client. He or she:
• Must be a Registered/Chartered Engineer or Chartered Transport or Development Economist
• Must have not less than 20 years’ experience of working in similar capacity of managing consultancy teams working on studies
• Should have undertaken at least five (5) projects that are similar to the assignment within the past 10 years.
• Should be fluent in both written and spoken English Language
• Must possess excellent communication skills,
• Must be a holder of a Postgraduate degree in Highway Engineering/Transportation Engineering/Transport or Development Economics
• Must have at least 5 years of working experience in Sub Saharan Africa. Knowledge of the EAC region will be an added advantage.
