Context
We are currently seeking a Solution Architect specifically for the DATIM project, with a robust skill set as a DHIS2 expert and a keen analytical mind. The ideal candidate should bring extensive experience in DHIS2 and excel at crafting detailed user stories tailored to the DATIM project, for both the University of Oslo development team and our internal software developers. This role demands an in-depth grasp of DHIS2 intricacies and a proven track record of successful implementation. The candidate’s proficiency in translating intricate requirements into precise user stories will play a pivotal role in shaping the development of the DATIM project, ensuring seamless communication between stakeholders and the technical team.
DATIM is a US government funded project with the aim to collect all PEPFAR (AIDS relief programme) data in one DHIS2 powered data management system. This means integrating data flows from all government programmes and partners, but also, where possible, working with ministries of health is foreign countries to create an inclusive data repository.
Start date: 1 December 2023, contingent on contract award.
Location: The location can be remote, but the hiree will be expected to work partly at EST times (i.e. accommodate client meetings at that time). The team will be located across several African countries, Belgium and Washington D.C.
Roles & responsibilities
- DHIS2 Solution Architecture: Design and oversee the architectural framework of DHIS2 solutions within the DATIM project, ensuring they align with project objectives.
- User Story Development: Collaborate with stakeholders to create detailed user stories that capture project requirements and objectives, facilitating communication between teams.
- Requirements Analysis: Analyze complex project requirements within the DATIM context, translating them into actionable tasks and user stories that align with project goals.
- Technical Guidance: Provide technical leadership and guidance to the development team, assisting them in understanding DHIS2 intricacies and overcoming challenges.
- Quality Assurance: Ensure DHIS2 solutions meet high-quality standards, scalability, and best practices in software architecture and design.
- Stakeholder Collaboration: Foster collaboration and communication between project stakeholders, including the University of Oslo team, internal software developers, and other relevant parties.
- Documentation: Maintain comprehensive documentation of DHIS2 architecture, user stories, and technical specifications to facilitate knowledge sharing and future development efforts within the DATIM project.

Required
- Ability to obtain a Moderate Risk Public Trust Clearance (MRPT)
- Excellent oral and written communication skills in English
- Bachelor’s Degree in Computer Science, Engineering, or a related field.
- 3+ years working directly with DHIS2, or 4+ years hosting other open source projects utilizing Apache Tomcat and PostgreSQL (please be prepared to elaborate)
- 4+ years of hands-on programming experience.
Prefered
- Possession of a Moderate Risk Public Trust Clearance (MRPT) or of a secret/top secret clearance (preferred) – If you do, please flag this in your application!

- Demonstrated experience in successfully implementing DHIS2 solutions within the DATIM context or similar health information management projects.
- Knowledge of data integration techniques and tools to effectively integrate DHIS2 with other systems and data sources.
- Knowledge of Agile software development methodologies.
- US Government Experience or International Public Health Background, PEPFAR experience is favorable
- Working experience in Africa, Asia or Latin America is a plus
- Working experience in Global health, Health financing or Monitoring and Evaluation in another sector is a plus
