Position Summary

IREX seeks qualified Senior Technical Advisor (STA) candidates for the anticipated USAID/Tanzania Cross-Sectoral Youth Activity which will seek to create and support an array of interventions, tailored to specific needs of targeted youth, that are youth-owned, youth-led and youth-managed, focused particularly on out of school youth who have had limited opportunities to engage in the formal education sector. The STA will work closely with the Chief of Party (COP) to provide technical direction and oversight in the design, implementation and monitoring of programmatic functions.

Only citizens of Tanzania on permanent residents with work authorization will be considered. This position is contingent on funding.

Job Duties And Responsibilities

  • Ensure program activities are implemented on time and on budget
  • Manage specific initiatives
  • Prepare and give substantive technical input to workplans, activity plans, and program reports for assigned components
  • Serve as primary liaison with IREX/DC
  • Manage consultant activities
  • Guide the technical team to develop contextually sound strategies related to emerging trends and initiatives for achieving program goals and activities at the national, regional, and local levels
  • Ensure that the program promotes and participates in local networks that support youth development and community engagement
  • Oversee staff responsible for implementation in target regions
  • Oversee local partner activities
  • Ensure project interventions are culturally sensitive and specifically target youth; ensure interventions are sensitive to gender issues
  • Contribute to project activities, including work planning, reporting, communications, and monitoring and evaluation
  • Represent the project publicly
  • Other duties, as assigned

Required Skills And Experience

  • Tanzanian citizenship or residency with work authorization
  • Minimum of six (6) years of relevant professional experience in Tanzania
  • Demonstrated experience designing and implementing community and youth engagement, education, entrepreneurship, and psychosocial support programs
  • Thorough understanding of the education and workforce landscape in Tanzania
  • Familiarity with the Positive Youth Development approach
  • Experience working on international donor funded programming, USAID preferred
  • Ability to establish strong working relationships with senior government officials; education professionals; media, civil society, and private sector leaders; international donors; and other stakeholders
  • Excellent leadership, management and interpersonal skills including conflict resolution abilities
  • Strong representational and organizational skills
  • Ability to communicate professionally and provide written reporting in English is required
  • Bachelor's degree (master’s preferred) in a related field
