Project Summary
FHM Engage is a global cooperative agreement to provide technical assistance supporting local actors to improve the ability of health markets to meet supply-side capacity gaps and consumer preferences, contributing to equitable provision of and access to high-quality family planning and other health services and products in mixed health systems. Led by Chemonics, with R4D as co-technical lead, alongside Pathfinder International and Zenysis Technologies, FHM Engage will work through 16 local, regional, and specialized network implementation partners (NIPs) to deliver lasting results. Building on over 30 years of USAID investment, FHM Engage focuses on strengthening local health markets by addressing the root causes of market failures in the core market functions to create the necessary behaviour change that catalyzes supply and demand and supports sustainable change. In Tanzania, FHM Engage aims to increase private sector contributions to achieving national objectives related to voluntary family planning, maternal, newborn, child health, and adolescent, tuberculosis, HIV/AIDs, malaria, and/or other infectious diseases.
Summary
As a Senior Technical Advisor (Services) on Tanzania FHM Engage, you will provide technical support to the Tanzania FHM Engage portfolio of work aimed at increasing access to quality HIV, RMNCAH (including Family Planning) and Malaria products and services. You will ensure that appropriate synergies are leveraged across FHM workstreams in your support of the program; you will work closely with local and global stakeholders to achieve the program’s objectives. The ideal candidate will understand market shaping and market systems approaches across products and services; be a highly motivated and creative problem solver; have strong analytical, communication, and collaboration skills; and have a commitment to excellence and producing results
The position will be full-time, reporting to the Chief of Party for Tanzania FHM Engage activity and be based in Dar es Salaam with travel throughout the country.
Key Job Outcomes
- Work closely with the Chief of Party FHM engage, the Pathfinder country team, and other project staff to understand program goals and develop work plans that meet expectations.
- Provide technical guidance and assistance both within the project team and externally to guide the development and implementation of interventions designed to improve the quality of services offered in private facilities.
- Execute activities in a timely manner, including proactively and creatively managing problems that arise and anticipating ways to avoid them.
- Lead/ manage the implementation of training, meetings, supportive supervision visits, etc., as necessary, and continually reflect on experiences and suggest and implement improvements.
- Contribute to the continued evolution of a positive and collaborative team culture that affirms diversity, equity and inclusion.
- Engage fully as a member of the Tanzania Pathfinder and FHM engage staff team, including participating in staff meetings and other Pathfinder and FHM engage events, and providing administrative support to other team members as needed.
- Undertake all activities in full compliance with standard operating procedures, USAID policies and regulations, Tanzanian laws and Pathfinder policies and procedures.
- Work with stakeholders (ADDOs, PRINMAT, CSSC, APHTA and others) to improve the quality of services offered through their institutions.
- Assist in the selection, training and support of qualified program staff.
- Develop work plans in line with financial pipelines, Work Chief Party, Finance team and Logistics to plan and procure supplies within program budgets and ensure compliance with donor regulations.
Required Education, Training And Experience
- Master’s degree in Social Work, Public Health, International Development or other relevant fields of study
- 10 years of experience in Social Work, Public Health, International Development
- Significant experience in Tanzania, including experience working in the Tanzanian health sector such as with the President's Office - Regional Administration and Local Government (PO-RALG), Ministry of Health (MoH), Medical Stores Department (MSD), and/or Tanzania Medicine and Medical Devices Authority (TMDA).
- Experienced in tactfully handling many complex issues, including sensitive negotiations with senior ranking members of the private sector and the Government of Tanzania
- Experienced in working in performance management, strategic decision-making, and project learning
- Experienced in building coaching and mentoring skills of USAID staff, implementing partners, and government counterparts highly preferred
Minimally Required Job Specific Competencies
- Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word and Outlook.
- Languages: Proven writing and speaking skills using Kiswahili and English language.
- Communication and Influencing Skills: Proven ability to influence others through diplomacy and proven oral and written communication skills.
- Passion for Sexual and Reproductive Health and Rights: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.
- Self-Management and Teamwork: Ability to work independently or as a member of a team, ability to thrive in a matrix organization, ability to be detail-oriented, and ability to manage stress effectively in a fast-paced environment.
