Senior Monitoring And Evaluation (M& E) Officer
JOB DESCRIPTION
The Senior M&E Officer’s role is to lead the technical coordination of implementation of the organization’s Monitoring & Evaluation (M&E) plan in line with the M&E policy. The Senior M&E Officer spearheads the implementation of organization’s overall M&E plan and strategy in close liaison with the Head – Monitoring & Evaluation (M&E)..
DUTIES AND RESPONSIBILITIES
• Develop and operationalization of theories of change and results frameworks at various levels.
• Implement M&E plan, drawing from the M&E strategy, ensuring that the overall M&E frameworks are incorporated within the work plans and implementation strategies.
• Lead M&E data collection and quality review efforts including drawing TORs for specific M&E-related initiatives including evaluations.
• Planning and managing various studies such as performance evaluations, surveys, baseline studies, mid line, end line and case studies,.
• Lead on indicator design, target setting, reporting, database management, and developing M&E and/performance monitoring plans.
• Leads in the effective coordination of data collection activities and surveys with partners and other stakeholders and ensures that indicators and data requirements are met in national and sector surveys and other data collection activities.
• Assesses the presented M&E plan and recommends amendments in line with the given strategy, when necessary
• Design and administer data collection tools, conduct data entry, data cleaning, data processing and analysis
• Assesses the need for and implements specific M&E special studies and other pilot projects.
QUALIFICATIONS AND SKILLS:
The ideal candidate for this role should have
• A Master’s degree in M&E, development economics, statistics, public health or social sciences
• An expert in monitoring and evaluation with over 5 years of experience. Strong management skills are essential.
