About the job

The Simiyu Climate Resilience Project has the objective to increase the climate resilience of rural and urban households, particularly small-scale farmers and women living in the Simiyu Region, and to improve policies and regulations for cross-sectoral action towards climate change adaptation, with an estimated 495,000 population benefitting directly from the measures. The Project comprises of five Components:

Main Responsibilities & Duties

  • The research assistant is involved in the main focus of activities in which he assumes an important role in helping the Project to document and establish procedures / structures for implementation with community groups, committees and stakeholders at various levels of the region
  • The RA is also involved in urban water supply, to document the regional and local utilities (WSSAs) in terms of possibilities for institutional strengthening of their organisations for increased performance
  • Formulate baseline topics for the to be established PMU
  • Based on the Responsibility Matrix, the RA is involved in the following Tasks:

T1.2.1.1 Project Operational Manual for community-driven processes (rural water & agriculture)

T1.2.1.2 User Guides for community-driven processes (rural water & agriculture)

T1.2.1.3 Capacity building in LGAs and on regional level to support community-driven planning

T1.2.2.1 Methodology and standardized CAP

T1.2.2.2 Support LGAs to carry out sensitization and awareness campaigns and needs assessment

T1.2.2.3 Supervise establishment of user groups and financing applications

T2.1.1.5 Assist in the formulation of Operation and Maintenance manuals

T2.1.2.2 Assist in the set-up institutional capacity building

T2.1.2.3 Base line fact finding for the Introduction of a climate-responsive and equitable water tariff system

  • The RA partners with key stakeholders, leaders and partners to design organizational effectiveness initiatives to help achieve organisational strategies for improved organisational efficiency and relationship with their stakeholders;
  • Topics research in the Tanzanian context for organizational development, change management, employee engagement, organizational design, performance management, workforce planning & team effectiveness;
  • Target research to Elaborate, engage and prioritize organizational and team needs to support the achievement of Urban Water authority;
  • With stakeholders, pre-determine mutually agreed upon needs, solutions, roles & responsibilities, outcomes, and metrics of success. Provide feedback to maximize the impact of interventions with beneficiaries and the state water sector;
  • Pre-Design systemic interventions for the upcoming Urban water corporations to meet objectives, including determining scope, pre-select cost-effective solutions;
  • leverage traditional and innovative strategies throughout departments, and create supplemental materials to support the initiatives;
  • solutions should include, creating and implementing plans to support change initiatives, optimizing or recommending new organizational structures, deploying new processes and systems, conducting team alignment sessions, creating workforce plans, etc.
  • Pre-Facilitate systemic development through the implementation of plans, peer-to-peer consultation, stakeholder meetings etc.

Communication

  • Helps to facilitate team and client meetings effectively.
  • Note-taking and supports regular status meetings with project teams
  • Keeps project teams well informed of changes and change requests
  • Effectively communicates relevant project information to superiors.
  • Drafting of informative, well-organized PP presentations including organizational feedback and lessons learned
  • Resolves and/or escalates issues to stakeholders.

 

Desired Skills and Experience

The Ideal Candidate will have:

  • A Bachelor’s degree in Business Administration, Human Resources, Organizational Behavior or related fields required. Master’s degree in Business or Organizational Development preferred.
  • A minimum of five (5) years of progressive professional experience in Organizational Development or Learning and Development required.
  • Demonstrated project management skills required.

In addition to the responsibilities, the successful Organizational Development Specialist will have desired Skills & Experience:

  • Design, execute and facilitate executive and leadership programs at the Urban Water Corporations
  • Consult on the development and building of development plans for leaders and departments
  • Act as a leadership coach, peer-to-peer advisory
  • Some engineering experience working with Municipal, Residential and Utility Districts
  • Strong speaking skills as the position will require presentations to clients, participation in public meetings as well as in proposal interviews
