Airswift has been tasked by one of our major Oil and Gas clients to seek RAP Officers to work in their facilities located in Dar es Salaam under a 12-month contract.
The Project comprises 1143 km of heated crude oil pipeline from Hoima in Uganda to Tanga in Tanzania arriving at a marine storage terminal and offloading facility. Approximately 4000 hectares of land are required in 8 Regions and 27 Districts, Town Councils and City Councils in Tanzania. The Regional RAP Officer will support the oversight and coordination of regional resettlement implementation and monitoring activities for physically and economically impacted stakeholders. This includes activities undertaken by the Resettlement Implementation Contractor/s, coordinating land and resettlement implementation activities.

Responsibilities:
The Regional RAP Officer is responsible for:
• Supporting the RAP Implementation Regional Lead with governance, oversight and coordination of key RAP Implementation activities focusing on the preparation for and implementation of entitlement briefings, compensation agreement signing and payment of compensation
• Having complete understanding of the regional RAP and entitlement briefing and compensation agreement signing strategy and ensuring implementation complies with the requirements therein
• Collecting RAP Implementation data across all activities and integrating into the EACOP data management tool
• Supporting Resettlement Implementation stakeholder engagement activities including arranging and attending Resettlement Committee meetings
• Working on entitlement briefings process and ensuring that all affected PAPs, Villages, and Regional Authorities are fully involved and that PAPs have full understanding of their compensation packages
• Working on Compensation Agreement signing with affected PAPs, in liaison with relevant central and local government officials, ensuring that if PAPs have any question or uncertainty, questions are recorded and addressed
• Follow up with PAPs to ensure receipt of compensation payments and confirm receipt of Notice to Vacate
• Monitoring the field responsibilities of RAP Implementation contractors working on aspects of entitlement briefings and compensation payments, ensuring Contractor’s scope is well understood and respected, participating in monitoring and reporting of activities
• Participating in regular progress meetings with Resettlement Implementation Contractor/s and report progress against implementation targets
• Identifying any weaknesses to RAP Implementation Contractor/s performance, reporting to RAP Implementation Regional Lead and recommending mitigation measures
• Ensuring that EACOP Grievance Mechanism is implemented by the Regional RAP Implementation teams and RAP Implementation Contractor/s, ensure coordination between EACOP in-field Grievance Officers and RAP Regional team and RAP Implementation Contractor/s;
• Participating in regular RAP Implementation coordination meetings with RAP Implementation Regional Lead, Compensation Agreements Coordinators and Livelihoods Restoration Coordinators
• Submit data for monitoring dashboards as required by RAP Implementation Regional Lead
• Ensuring all compensation agreement, entitlement briefings and payment tracking databases are updated daily and transferred to RAP Implementation Region Lead on a regular basis as agreed
• Conducting weekly and monthly compliance reporting to RAP Implementation Regional Lead.
• The Regional RAP Officer will be based in one of the regions in Tanzania.
• The Regional RAP Officer Lead is expected to interface continuously with the RAP Implementation Regional Lead, other field-based RAP Implementation team based in the regions Accountabilities
• The Regional RAP Officer is responsible for ensuring coordination and implementation of key Resettlement Implementation activities.
• The Regional RAP Officer is responsible to ensure respect of Tanzania and IFC Performance standards in relation to Regional Resettlement Implementation

Requirements:
• Advanced Degree in Social Sciences, Sociology, Social Anthropology, rural development, Environmental Sciences or a related discipline, required
• Minimum 10 -15 years of professional experience working within rural communities in Tanzania required
• Experience of investor financed Projects compliant with the International Performance Standards on land acquisition and livelihood restoration preferred
• Minimum 10 years’ experience in designing, implementing and monitoring Land Acquisition and Resettlement programs, specific experience on conducting land acquisition negotiations and agreements, preferred
• Experience of overseeing execution of compensation payments and interfacing with banking institutions required
• Proven ability to multitask and work independently, meeting deadlines
• Willingness to be based and work in an assigned Region, essential
• Proven ability to deliver whole work packages, rapidly progress tasks and deliver meaningful reports, required
• Excellent and proven data management skills and attention to detail required
• Excellent Computer and analytical skills required
• Fluency in English and Swahili (written and spoken) essential
