PURPOSE

Provide consultative coordination and support services to enable CDC to meet its timelines for implementation of COVID-19 activities. In order to provide the required services and meet deliverable timelines, the consultant should be located in Tanzania and have, substantial experience within the Tanzanian public health context, particularly as it relatesto working with GHSA, emergency preparedness/response, USG, the GOT and relevant stakeholders.

 

Working closely with the MOHCDGEC, Presidents Office, Regional and Local Government, the Prime Minister’s Officeand other partners, CDC provides expertise and support to help Tanzania build public health capacities in diseasesurveillance, laboratory systems, workforce development, emergency management, and other critical areas.

 

SCOPE OF WORK

 

  • Provide high-quality technical assistance, advice and support to CDC and DGHP Tanzania teams, on issuesimpacting workforce development, national laboratory systems strengthening, emergency preparedness andresponse, surveillance related to COVID-19 and other infectious disease threats.
  • Development and annual update of a clear work plan and a road map of activities related to the COVID-19response in Tanzania. These activities should be closely aligned with national plans including the COVID- 19response plan and the NAPHS.
  • In consultation and collaboration with host country counterparts, and other stakeholders, support the DGHPDirector in the formulation and implementation of CDC’s and DGHP’s global COVID-19 strategy and relatedactivities.
  • Serve as DGHP Tanzania’s lead technical advisor and liaison on COVID-19 response activities in Tanzania andensure that program priorities are met
  • Engage with CDC/DGHP headquarters’ SMEs to provide technical advice on matters pertaining to the COVID-19 response, including capacity building for workforce development, national laboratory systems strengthening, emergency preparedness and response, surveillance, policy and strategic planning.
  • Provide mentorship and support to the DGHP staff to build their capacity on workforce development, nationallaboratory systems strengthening, emergency preparedness and response and surveillance activities.
  • Contribute to the development of new activities, including drafting technical materials for DGHP Director’s reviewin support of new funding opportunities.
  • In consultation with the DGHP Director, provide technical assistance to DGHP Tanzania implementing partners andthe GoT by participating in the National Surveillance Taskforce.
  • Serve as a key member of the USG interagency GHSA team (including USAID, DTRA, DoD, DOS and CDC)

 

TASKS TO BE PERFORMED

 

  • Provide consultative, coordinative, and editorial services for the development and implementation of a writtenwork plan for the COVID-19 response in Tanzania in collaboration with CDC, DTRA and local stakeholders.This will require participation in key meetings and regular individual communications with CDC staff andstakeholders. Key meetings could occur daily, monthly or quarterly as determined by the COR, Program Director, and Country Director. The key meetings are designed to have oversight over the development and implementationof COVID-19 related activities.
  • Establish a communication framework for stakeholders (including local government, foreign governments, Non-Governmental Organizations (NGOs), other international organizations) to engage with the US Government onimplementation of COVID-19 related activities. This will include developing and publishing standard operatingprocedures on communication protocols, contact lists, and meeting schedules.
  • Serve in a key consultancy role to provide expert guidance to the GHSA interagency working group members onthe finalization and implementation of the COVID-19 activities and the revised NAPHS Plan (2021-2030).
  • Provide expert guidance, coordination, and editorial services on behalf of CDC to the interagency working groupdeveloping and coordinating the implementation of the national COVID-19 response plan and other Emergency Preparedness and Response Plans (Pandemic Influenza, Ebola and Marburg), including a strategic plan forEpidemiology and Disease Control, and FELTP.
  • Provide editorial services and consensus-building technical assistance to the working group for the finalization ofthe All Hazards Plan, Generic Disease Outbreak Communication Plan and Point of Entry Contingency Plan.
  • Provide technical assistance for the establishment and implementation of technical area subcommittees in regions and districts identified as high risk for COVID-19 and other infectious diseases across Tanzania by: identifyingand inviting potential members, developing guidelines for subcommittee organizational structure andresponsibilities, scheduling initial meetings, and orienting them to COVID-19/ GHSA activities and action plans.
  • Review the COVID-19 and GHSA related assessments (including the IHR assessment), develop a customizedwritten template for measuring and evaluating CDC-funded COVID-19 and GHSA activities’ progress and gapsover time to ensure that all required steps are finalized according to set timelines, and provide writtenrecommendations for program quality improvement.
  • As a member of a workgroup that includes the Tanzania DGHP Program Director, Deputy Director-at-Large, CDCSMEs and local partners, address gaps, and build capacity and sustainability of COVID-19 program activities,planning, and program management.
  • Provide direction and guidance on the Tanzania DGHP Program Director and Deputy Director-at-Large’s annualplanning, programming decisions, and coordination of technical activities.
  • Provide technical support and guidance on COVID-19 activities to the CDC and the USG interagency GHSAteam on quarterly reporting and annual workplan development.
  • Contribute written content and provide editorial review of all documents produced by DGHP (e.g., weekly DGHPactivities report, quarterly reporting (including indicator reporting, annual USG interagency workplans, ITFCOVID- 19 updates, CARES Act programmatic reports, success stories from the field, CDC Tanzania DGHP factsheets, presentations, etc.).
  • Advise and provide technical assistance to DGHP Tanzania, CDC SMES, USG GHSA partners and other stakeholders on surveillance, reporting, emergency preparedness and response and laboratory issues including the linkages between elements, needs assessment and allocation of national resources.
  • Provide expert guidance to the Tanzania DGHP Program Director, Deputy Director-at-Large and team, and CDCHQ SMEs and local partners during quarterly workplan activity and budget reporting reviews and meetings.
  • Serves as an advisor to CDC Tanzania and other USG partners on the policy and systems aspects of other programs across GOT’s ministries with responsibilities related to COVID-19 and GHSA areas.
  • Travel will be required to provide technical support on-site for COVID-19 activities both within and outside Dar es Salaam, Tanzania local travel area. Minimal international travel is expected. The candidate may be required totravel to the United States, within Africa and elsewhere. There may be 2-10 trips, the duration of the trips may befor 2 days to 1 week depending on the coordination need.

 

PLACE OF PERFORMANCE

 

Place of Performance will be the CDC Country Office located on the National Institute for Medical Research (NIMR)compound in Dar Es Salaam, Tanzania or any other venue/telework station approved by CDC.
