PURPOSE OF THE POSITION

To collaborate., coordinate, facilitate, and lead policy harmonization through strategic engagement with policy influence working groups, sector ministries, and Parliamentary committees in strengthening Tanzania’s policy, regulatory, and enabling environment for sustainable biodiversity conservation.

  1. General Overview of the Organization

TNRF is a Tanzanian network organization with 6000 members with registration number OONGO/0640 bringing together members to change policy and practice inthe natural resource sectorforthe better through: a)sharing the knowledge base of practice and b) strengthening citizens’ voice for improved natural resource governance. TNRF seeks to support its members by improving communication, sharing information, promoting collaboration and strengthening collective action. It works on promoting the improvement of natural resource governance to achieve more sustainable rural livelihoods and better conservation outcomes. TNRF works with members across the country and is linked with partners and members outside the country, but mainly concentrated in areas categorized as stress points in relation to pressure on existing natural resources in Tanzania.

TNRF facilitates member-driven Working Groups’ on key policy and practice issues that are of direct interest to members. These working groups are very collaborative and provide an opportunity for TNRF’s diverse membership to tackle concerns at a range of different levels. There are currently working groups engaged in TNRF’s strategic direction of Land based Investment(LBI), Community based natural Resources Management(CBNM), and Climate Change (CC). TNRF communications works at a cross cutting level, producing for example a web-site, weekly e-news, policy briefs in collaboration with partners and participatory film or radio targeted at advocacy. TNRF also successfully engages with other stakeholders in establishing round tables for CSOs, donors, international NGOs and government to discuss emerging issues related to the environment.

  1. PROJECT OVERVIEW

TNRF has been identified as a recipient of the USAID Tuhifadhi Maliasili grant with a project to strengthen conservation policies and biodiversity conservation in Tanzania. Through the grant, TNRF will employ experiences, innovations, and proven best practices to inform and support Tanzanian policy and legal framework review while at the same time promoting community and stakeholders’ participation and initiatives in biodiversity conservation and livelihoods. TNRF in this project will support addressing conflicting policies and legal frameworks and supporting efforts towards improved biodiversity conservation through multiple approaches.

In view of this, TNRF seeks to recruit a Project Manager with a thorough understanding of policy issues in natural resources management including the wildlife sector and landscape connectivity in Tanzania to manage implementation of the project. The successful candidate will be responsible for the management and coordination of all project activities.

  1. CORE RESPONSIBILITIES
  • To coordinate the implementation of project activities according to the agreed work plan and budget
  • To ensure that financial resources are used in accordance with the approved annual plan and budget
  • To work close with the Communications, Advocacy and Branding officer, Land/GIS Expert, Finance officers, and Consultant(s) during the implementation of project activities to realize quality outcomes of the engagements.
  • To strengthen and promote coherence and cohesion in the policy and legal frameworks analysis, especially with regard to provisions of conflicting legal frameworks hindering wildlife conservation, and landscape connectivity
  • To convene and facilitate meetings of policy analysis and advocacy with various working groups in line with the principles of partnership within the CSOs working groups, parliamentary committees, management teams of key Ministries and other stakeholders to discuss policy and legal framework issues, ensuring that the meetings are consultative and results-oriented.
  • To lead strategic engagements with various decision makers to influence the revision of legal frameworks and change its practices. Among them include strategic meetings with sector ministries such as the Ministry of Mining, PORALG, Ministry of Land, Ministry of livestock, Tanzania Parliamentary Friends of Environment (TAPAFE), and Parliamentary Standing Committees responsible for Land and natural resources, etc.
  • To lead and coordinate CSOs Consortium to meet with the Management team of the sector ministries to present key legal issues frameworks/provision of the policies and legal frameworks that hinder biodiversity conservation and connectivity and initiate its revision.
  • Conduct one-to-one meetings with influential members of parliament to support and influence legal review advocacy efforts
  • To influence the advocacy agenda on the need of harmonizing conflicting provisions and communicated through various media including television, radio, websites, and social media
  • To coordinate stakeholders’ engagements by bringing key stakeholders to raise their awareness and come up with a common position on an approach that will jointly facilitate landscape connectivity in the area through community driven.
  • To work with Land use/GIS Experts to implement community driven priorities through the supportive, collaborative and participatory joint land use plan and rangeland management plans in selected areas.
  1. OUTPUTS

The Project coordinator will be responsible for the following output:-

  1. To produce project reports and high-quality outputs as indicated in the project document, focusing on the key deliverables (details for each deliverAble will be provided in the project document)
  2. Facilitate working and partnership MoU among Technical working group members in operational
  • Improved awareness, knowledge, and skills among policy and decision makers, community members, and other stakeholders on effective models for supporting landscape connectivity for biodiversity conservation in Tanzania and livelihoods.
  1. Policy engagement meetings between working groups and decision makers to influence policy and legal frameworks review for more improved biodiversity conservation, community land tenure security, and livelihood.
  2. Policy and legal harmonization provisions are identified, discussed, communicated widely, and harmonized in the policy and legal frameworks review.
  3. Policy brief on policy issues
  • Online social media platforms

The Project Coordinator will work closely with the implementing team; Communication, Advocacy, and Branding officer, Land/GIS Expert, Finance officer, Consultant(s) that will be engaged occasionally by the project, and TNRF team members under Community Based Natural Resource Management (CBNRM) portfolio.

  1. Required Qualifications and desired attributes

The Project Coordinator will have the following broad skill-sets:

  • Advanced University degree in Policy issues, Wildlife Conservation, Natural Resources Conservation, Natural Resource Assessment and Management or other related fields.
  • Solid background and experience (at least 7 years) in policy engagement processes in natural resource management issues, with sound knowledge of Wildlife interventions and policies in Tanzania, and across the region.
  • Excellent and proven facilitation and networking skills
  • Practical experience in working with government agencies, members of parliaments, Standing Parliamentary committee, Tanzania Parliamentary Friends of Environments (TAPAFE), Management teams of key ministries, Local government authorities, CSOs working groups, and networks dealing with policy advocacy and development partners.
  • Strong reporting and communication skills with evidence of related publications/writings.
  • Proven track record in successfully developing, leading, and managing projects in the field of conservation, policy engagements for improved natural resources management, international development, or other related fields.
  • Excellent interpersonal skills, with the ability to network and develop and maintain strong relationships at all levels with local communities, government agencies, the not-for-profit sector, and the TNRF network.
  • Adaptable, flexible, able to take initiative and prioritize amongst competing demands
  1. TERMS OF CONTRACT

This is a project funded position for which a full and attractive package commensurate with the nature of the position will be offered on 1 annual basis, renewable on the basis of performance and availability of funds.
