Background
HIPZ (Health Improvement Project Zanzibar) is a UK founded, locally registered not-for-profit organization that envisions a healthy people in Zanzibar. Our mission is to make it possible for all people of Zanzibar to access quality healthcare. Since 2007 HIPZ has been strengthening the healthcare system in Zanzibar. We work in partnership with the Revolutionary Government of Zanzibar towards our common goal. From the grassroots to the government, HIPZ is embedded in every level of the health care system in Zanzibar and we are a catalyst for positive change. We strengthen the development of two District Hospitals and the surrounding Primary Health Care Units on Unguja island. We deliver an innovative community-based mental health programme and work with the Ministry of Health to strengthen systems across the entire health sector.

Roles and responsibilities
We are seeking a full-time Monitoring and Evaluation Officer, based in Stone Town, to work closely with the Programme Director, Clinical Operation Director and Project Leads. This is a dynamic and challenging role requiring an individual with strong monitoring and evaluation skills, experience coordinating complex activities with a wide range of stakeholders.
The M&E Officer will be responsible for designing and overseeing all monitoring and evaluation (M&E) activities, including ensuring full compliance with donor requirements, lead the program team in defining outcome indicators, developing data collection tools and methodologies, and conduct program assessments and evaluation activities. The post holder reports to the Programme Director and will ensure the M&E component is well integrated at the program’s planning stages and regularly monitor project activities to ensure the desired impact.

Responsibilities

  1. Identify problems with the M&E system and modify the system as necessary.
  2. Coordinate and ensure the quality of baseline, mid-term, and end-term surveys for all projects.
  3. Revise and design data collection tools.
  4. Ensure that staff are receiving adequate support to be able to implement their M&E functions.
  5. Prepare consolidated quarterly and annual progress reports in accordance with approved deadlines and reporting formats together with the programme team.
  6. Identify best practices and develop case studies to capture and promote qualitative results of HIPZ (Health Improvement Project Zanzibar) programmes.
  7. Support the timely submission of quality internal and external narrative reports.
  8. Ensure the programme’s M&E tools and log frames are accurate during proposal development.
  9. Support the design and delivery of research conducted by HIPZ.
  10. Support the health facilities in data collection and management.
  11. Any other duties assigned by the supervisor from time to time.
