Duties and Responsibilities

Organization and administration management

· Implement a sustainable and robust Procurement and Logistics system for the efficient and effective logistical and procurement support to company’s projects.

· Oversee the proper control and operation of all the Procurement and Logistics requirements for and support services.

· Where relevant identify and introduce new procurement procedures and strengthen current practices to ensure the efficient, timely and compliant supply of all items.

· Liaise and cooperate with Senior Management Team and Operations Managers on logistics and procurement matters.

· Provide procurement support to company’s projects, including through inputs in the proposals and participation in the kick-off meetings; contribute to project proposals, budgets and reports, as required.

· Attends internal strategic and planning meetings when required.

· Represents Company to potential upcoming projects.

· Develop relevant management procedures within the team; Improve information flows within the department and with other departments and projects

· Ensures an adequate logistics human resources structure is in place, with clear identification of roles and responsibilities, tasks and work plans.

· Provides recommendations and technical support to field offices for recruitment.

· Ensure the observance of the Company’s Code of Conduct within the Logistics & Procurement function and assist the procurement and logistics staff to ensure compliance on rules and ethics regarding supply chain management.

Staff Management

· Provides technical support and technical supervision to procurement/logistics teams in the field in collaboration with Head of Operations, who are their direct managers.

· Organize the briefing of all new staff on logistics and procurement procedures.

 

Training/Capacity Building

· Identify the needs and ensure training and capacity building for logistics and procurement team members in order to increase the level of technical ability and skills within the department

· Organize and provide basic sensitization meetings/trainings in procurement/logistics according to the needs

 

Procurement

· Decides on the standardization, centralization/decentralization of procurement in collaboration with Heads of Operations.

· Assist in establishing and implementing procurement plans with various Managers

· Coordinate the undertaking of market studies required for managing and compliance with the procurement requirements in company’s areas of business

· Oversee the set up and maintain a database of local and international suppliers (Approved Suppliers list), detailing criteria of quality, price, service, ethics etc.

· Undertakes centralized procurement as per request from Operations Manager – ensures procurement and logistics conditions are in place in each operations for proper planning, implementation, monitoring of the supply chain

· Validates respect of the procedure for RFQ and above level across offices

· Is responsible for harmonization and respect of the procedure for procurement done for company clients operations

· In collaboration with Operations Manager in communicating company’s procurement rules and define adapted local procedures

Fleet Management

· Implement and assist with enforcement of company’s rules and regulations on Fleet Management and oversee the proper control and operation of the vehicle fleet and any vehicle service agreements entered into.

· MUST be familiar Caterpillar, Hitachi, BELL, Liebherr, Komatsu

· Provides suggestions regarding optimization of above equipment’ needs.

· Responsible for defining rules, compliance, ensuring all tools and documentation are clear and circulated.

 

Warehouse management

· Provide technical support and technical supervision to Operations Manager in warehouse management

 

Transportation

· Is responsible for undertaking transportation of supplies from Company to clients projects

· Defines the rules related to transportation and remain responsible for compliance

· Provides Technical support in transportation

Office logistics

· Provide technical support, ensure harmonization and compliance with regards to office related logistic rules

· Implement regular field visits and draft reports including recommendations.

Coordination

· Coordinates procurement and logistics processes across project managers. Ensure proper communication on the procurement and logistics rules and processes across project operations.

· Responsible for coordinate the company’s logistics strategy, including Emergency strategy and inputs to contingency plan

Accountability

· Ensure efficient, cost-effective and transparent utilization of resources

· Provide support and assistance to ensure that all project processes and procedures for procurement and logistics are conducted in accordance with the Company’s Operations Handbook and also the respective project’s requirements and rules, as applicable

· Provision of period updates and inputs for project reporting

· Regular review of project proposals and budgets and provision of written reports regarding challenges or improvements concerning the logistics components as relevant, including advise and direction for further development

Required qualifications

· Bachelor’s degree in Logistics, Procurement, Supply Chain Management or similar is desirable.

· At least 4 years of international company experience within Supply Chain or similar role preferably in oil and gas or mining area with complex knowledge of HSE.

· Experience in logistics management and coordination within the field of supply chain management (Intl. procurement & tendering, contracting, clearance, transport, & warehousing, etc.), fleet/ transport management and asset management, distribution support.

· Strong knowledge of mining and exploration guidelines and procedures

· Fluency in written and spoken English required

· Excellent management and personnel skills to enable the motivation, encouragement and participation of team. Excellent interpersonal and teamwork skills, working with different groups and nationalities

· Experience of a flexible approach to managing and prioritize a high workload and multiple tasks in a fast paced environment with tight deadlines

· Experience of building and developing the capacity of logistics staff (including partners) through trainings, mentoring support, coaching, etc.
