Job Description

Job title: Livelihoods/ Agriculture Program Manager

Reports to: Country Director

Employment Type: Full-Time /Fixed-Term

Location: LWR office in Dar es Salaam (with up 60% of in-country travel)

PURPOSE:-

The Sr. PM is responsible for the programmatic and operational management in the livelihood program. He represents LWR/IMA with Government, Donors, Private Sector, Local and international Organizations in Tanzania.  The Sr. PM is responsible for developing new programming initiatives, new partnerships and maintaining existing partnerships, and actively lead key phases of ongoing programs including phase-out.  The Sr. PM will be responsible to ensure cross-learning and fertilization of knowledge across the program on national, regional, and international policies and development issues.   He is responsible to promote fundraising initiatives ensuring the smooth running of the Country Program and its financial & grant management as well as the Program’s sustainability.

 

DUTIES AND RESPONSIBILITIES:

 

Program Leadership

 

1.      Provide technical assistance and project oversight to programs and implementing partner staff in designing, implementing, and evaluating development programs in agriculture, climate change and emergencies in close coordination with the Country Director

2.      Work with partners to ensure the timely submission of complete, high-quality concept papers, proposals, progress, financial, audit, and evaluation reports in accordance with LWR’s guidelines. Track partners’ submission of reports. Provide or arrange training for partners that are consistently late or whose reports are inaccurate or inadequate.

3.      Work with partners in distilling lessons learned from project and program implementation. Report to the Senior Regional Director on lessons learned and use that information to improve practice and to inform the next planning cycle. Promote learning among partners in the country.

4.      Work in close coordination with the Emergency Program Manager in Baltimore to ensure timely response to disasters and complex emergencies.

 

Office Management

 

1.      Prepare and monitor implementation of the budget and cash flow for the office; ensure that generally accepted accounting principles have adhered

 

Coordination

 

1)      Strengthen relationships with local churches’ relief and development units and with non-governmental organizations by sharing LWR’s/IMA vision, values, policies, strategies, proposal requirements, and other relevant information. Work with partners and other local NGOs, churches, community-based organizations, and grassroots organizations in Tanzania.

2)      Develop a network of organizations to include the Lutheran Church and related development agencies; consult with these institutions on development issues and activities. Develop relationships with Lutheran World Federation Department of World Services (LWF/DWS), Lutheran World Federation Department of Mission and Development (LWF/DMD), and other religious bodies in the region.

3)      Represent LWR on the ACT (Action by Churches Together) Forum and during drafting and implementation of appeals. Coordinate non-appeal projects with ACT members to ensure non-duplication of efforts.

4)      Develop and strengthen in-country relationships with other international NGOs, multilateral institutions, and donor organizations working in the region.

 

Policy and Advocacy

 

1)      Keep abreast of, and report on, social, political, environmental, and economic trends in Tanzania.

2)      Work with LWR/IMA Public Policy unit Department to guide and strengthen LWR’s advocacy work in the US by sharing timely information from partners and about developments in Tanzania.

 

Fundraising and Constituent Education

 

1)      Work with the Country Director for growth and innovation and the Strategic Partnerships team on organization-wide fundraising efforts and related documentation.

2)      Work with the Marketing and Creative Services it to plan and conduct study tours and production of publications and videos.

3)      Conduct any other duties assigned by the Country Director

 

CORE COMPETENCIES

 

1)      Deep commitment to LWRs/IMA core value and ability to model those values in relationships with colleagues and partners.

2)      Bachelor’s degree and minimum of 10 years’ work in agriculture, rural development, finance/economics, or a related development field. Experience in agricultural livelihoods and agricultural value chain development a must.

3)      Previous experience in project management and managing development programs is essential

4)      Demonstrated experience in independently designing, managing, implementing, monitoring and evaluating development and risk reduction projects.

5)      Fluency in English and Kiswahili with excellent verbal and written communication skills.

6)      Excellent facilitation skills in conducting meetings, training workshops, and conferences

7)      Familiarity with key development and economic and social justice issues in Tanzania at a practical and policy levels.

8)     Demonstrated ability to work effectively with local government, non-government organizations, community-based organizations and other grassroots organizations.

9)      Ability to travel about 60% of the time.

10)  Proficiency in using Word, Excel, e-mail, and web browser software.

11)  Excellent interpersonal skills and willingness to take instructions from the supervisor.

12)  Authorization to work in Tanzania.
