Description

UNICEF works in some of the world’s toughest places, to reach the world’s most disadvantaged children. To save their lives. To defend their rights. To help them fulfill their potential.

Across 190 countries and territories, we work for every child, everywhere, every day, to build a better world for everyone.

And we never give up.

For every child, health

Primary healthcare in Tanzania is crucial to meeting the healthcare needs of its diverse, growing population. Delivering high-quality health services requires well-functioning Primary Healthcare (PHC) systems that provide integrated and coordinated care. This integration is achievable only if health management teams and service providers at sub-national levels possess the necessary knowledge and skills for building PHC systems, integrated planning and delivery of services. Currently, health services are often provided in a vertical and disease-based programmes approach, leading to inefficient resource utilization and limited impact. Hiring a consultant to strengthen PHC systems for Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) in Mtwara offers an effective approach to address critical health challenges, support system-wide improvements, and increase health equity and outcomes for mothers, children, and adolescents in the region.

The purpose of this consultancy is to provide technical assistance to Mtwara Regional Health Management Team (RHMT), Council Health Management Teams (CHMTs), Healthcare Facilities (HFs) and Community Health workers (CHWs) in planning, implementation, monitoring and reporting of PHC services. The consultant will demonstrate this through a set of activities that UNICEF is supporting in Mtwara region. This consultancy is expected to significantly contribute to desired UNICEF health programme results which include enhanced capacity of communities to practice healthy and beneficial behaviors, readiness and resilience of PHC facilities to provide equitable health services, and delivery quality RMNCAH services at community and PHC facilities.

How can you make a difference?

In alignment with national efforts to strengthen Primary Health Care (PHC) and community health systems in Tanzania, this consultancy aims to provide technical assistance in three critical areas: Essential Emergency and Critical Care (EECC), Community Health, and the Health Basket Fund (HBF). These areas are key to advancing the quality, accessibility, and sustainability of PHC services across Tanzania mainland and Zanzibar.

Scope of work

The implementation of this assignment will strengthen coordination and execution of critical community health, PHC, and financing initiatives. The consultant will play a central role in facilitating technical discussions, ensuring timely delivery of strategic outputs, and aligning stakeholder efforts across the EECC collaboration, Community Health Task Force, CHW initiatives, and Health Basket Fund (HBF) processes. The following are the key activities:

1.Convene EECC and CHTF coordination: Effective coordination of weekly EECC meetings with MUHAS and quarterly Community Health Task Force (CHTF) and subcommittee meetings, with timely preparation of agendas, minutes, action trackers, and follow-up to ensure accountability and progress on agreed actions.

2.Technically guide the EECC Implementation Strategy: A finalized and technically sound Essential Emergency and Critical Care (EECC) operational plan tailored for implementation at PHC level, developed through stakeholder consultations and aligned with national health priorities.

3.Co-develop a Community Health Task Force Workplan and Calendar: A comprehensive annual calendar and workplan for CHTF and its subcommittees, ensuring alignment with national timelines and enabling improved coordination, engagement, and timely delivery of planned activities.

4.Oversee the development of CHW Transition Plan: A well-developed transition plan outlining the strategic steps, timeline, and institutional arrangements for the integration and sustainability of CHWs within the broader health system.

5.Coordinate CHW Implementation Research: Coordinated implementation of CHW-related research, including collaboration with research institutions and the MOH, ensuring systematic planning, data collection, and use of findings to inform policy and practice.

6.Coordinate Health Basket Fund actions: Active engagement in the coordination of Health Basket Fund activities, including follow-up on joint priorities, partner inputs, and documentation to strengthen collaboration and ensure timely communication between the MOH and Development Partners.
