Tanzania Social Action Fund (TASAF) is currently implementing Productive Social Safety Net Program which aims at protecting the vulnerable poor households from severest consequences of poverty by implementing interventions that will lead to increased household incomes and opportunities while increasing consumption.

The TASAF Executive Director is inviting applications from suitably qualified Tanzanian nationals to fill the below vacant posts:

Title: Human Resources Manager (HRM)
Appointing Authority: National Steering Committee
Reporting Relationship : Report to the Director of Finance & Administration
Staff under His/Her Supervision: Administrative Officer, Supplies Officer, Registry Officer, Transport Officer and Receptionists.

BASIC FUNCTIONS:

To assist the Director of Finance & Administrationto manage the Human and Administrative functions of the Project as specified in the Financing Agreement and Operational Manual.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a) Update the Administration Handbook and implement administrative procedures to ensure smooth project implementation;
b) Develop and maintain active communication linkage within TASAF Management Unit;
c) Administer condition of services in relation to staff recruitment, staff welfare, discipline, appraisal systems and human resources duties etc;
d) Prepare a comprehensive annual work program for Human Resources Department;
e) Ensures adherence to TASAF rules, regulations and procedures at all levels.
f) Coordinate activities leading to negotiations of staff contracts with collaborating institutions including seeking legal opinion on matters relating to TASAF operations and management of human resources;
g) Conduct induction activities and organize TMU staff career development in collaboration with respective directorates and Departments;
h) Maintain and update staff records in the Human Resource Managementsystem;
i) Provide technical support in formulating and developing human resources development programs;
j) Maintain updated asset inventory register.
k) Manage Physical Resources Management System for all fixed assets of TASAF
l) Assess and compile capacity building requirements of human resources staff at all levels.
m) Conduct performance appraisals of human resources staff using agreed upon performance indicators.
n) Be a member of the TASAF Management team.
o) Manage Physical Resources Management System including the fleet of TMU vehicles
p) Manage effectively and efficiently registry functions
q) Timely updation of TASAF documents
r) Perform any other official duties as may be assigned by the Director of. Finance & Administration.

QUALIFICATION AND EXPERIENCE:

a) Holder of Masters Degree in Human Resources Management, Business Administration, Sociology or any other related field from a recognized university.
b) At least ten (10) years experience in relevant field in Public and / or Private Sectors of which five (5) years must be at managerial position.
c) Must be computer literate.
d) Must have a thorough knowledge and understanding of and experience with donor funded project.
e) High level of communication and interpersonal skills and ability to work with people at all levels. .
f) Ability to supervise, train and coach staff in relevant skills.
g) Self motivated with integrity and high level of confidentiality.

KEY PERFORMANCE MEASURES:

a) Existence of updated staff and leave records;
b) Existence of updated annual TMU staff training programs;
c) Existence of proper management of fixed assets and office utilities;
d) Existence of secure and conducive working environment;
e) Existence of effective staff performance appraisal system.
f) Existence of proper records of TASAF registry documents.
g) Existence of resource management system.

Duration of Contract: Terms of Contract is 3 years.
Duty Station: TASAF Office, Dar es salaam
