Job Title: HIV Integration Advisor
Reporting to: Technical Director OVC and DREAMS Service Delivery
Office Location: Dar es Salaam, Tanzania
Position Contract Period: Up until 30 th September 2021, Renewable

Key Responsibilities:
Technical leadership responsibility
• Provide strategic guidance for the development and implementation of evidence-based HIV/AIDS interventions ensuring the interventions are in accordance with global trends, global strategies, PEPFAR, WHO, and Tanzania MoHCDGEC guidelines.
• Provide strategies guidance and evidence-based initiatives on bidirectional referrals for beneficiaries to services (both HIV and non-HIV).
• Develop, review and/or adapt state -of -the art HIV training materials, job aids, and curricula, supervisory systems, and other tools needed for effective implementation of HIV continuum of care services and bi-directional referral and linkages systems.
• Maintain and review wherever necessary Standard Operating Procedure (SOP) for integrating HIV-focused approaches into project activities to ensure continuum of care for HIV-affected and infected beneficiaries and their household members.
• Work with Technical Director Services Delivery to ensure that all project technical SOPs have clearly stated links to HIV services and outcomes and that strategies are in line with national and international evidence-based HIV interventions.
• Advocate to government agencies for strengthened child-centered HIV policies, including child and adolescent-friendly HIV services, age of consent for HIV testing, psychosocial support for PLHIV of all ages, community-based services, optimal pediatric and adolescent ART regimens, etc.
• In collaboration with Case management and Child Protection Advisor ensure PreP services are available in accordance with government guidance.
• Provide technical updates to project staff and CSOs on international and national HIV policies and guidance and relevant publications, including research findings.
• Work with consortium partner responsible for gender mainstreaming and the Technical Director and ensure HIV integration activities are gender sensitive. Monitoring, Evaluation and Learning
• Establish evidence on OVC program contribution to retention to care and viral load suppression for pediatric and adolescent living with HIV.
• Contribute to project-wide learning, such as technical briefs and success stories
• Work with Research and Learning Advisor to analyze, examine available data, use the findings for decision making and document (including scientific documentation; case studies, abstract, manuscript etc.) for sharing widely.
• Meet regularly with the M&E team to monitor referral completion. Establish action items to address problems and provide guidance to the Project officers-HIV integration (zonal level staff) to resolve issues.
• Monitor success of the referral systems and provide support to the Project officers-HIV integration to troubleshoot and problem-solve.
Support and supervision to the zone technical team
• Provide ongoing technical oversight and management support by mentoring and coaching the Project officers-HIV integration, ensuring adherence to targets, timelines, and indicators reporting.
• Ensure that USAID ACHIEVE Tanzania has functional relationships with RMOs/RACCs and DMOs/DACCs and CTCs across all implementation regions and councils.
• Ensure functional bi-directional referral systems exist in all zones and trickle down to CSOs/LGAs
• Provide ongoing mentorship and supportive supervision to technical officers -HIV Integration to ensure that they are able to capably do the following: Work closely with regional and council-level government departments and non-government stakeholders to identify available services for referrals and to establish referral systems.
• Conduct technical assistance and mentoring with CSOs, para-social workers, Community Case Workers, and health facility staff on bi-directional referral system and case management.
• Coordinate with CSOs and Health care providers on services related to case identification. ART initiation, retention to care, Viral load testing and monitoring, and service interruption up taking
• Coordinate quarterly district level quality improvement meetings related to HIV services and bidirectional referrals stakeholders take place;
• Coordinate with the M&E team to ensure all bi-directional referrals data are accurate and produced weekly; use data for decision-making and ensure partners are using data to conduct needed follow-up for systematic follow up of cases of incomplete referrals;
• Report on referral systems and key performance indicators every month;
• Ensure that a spirit of motivated teamwork and open communication is maintained amongst the Project officers-HIV integration.
Partnership and Representation
• Establish and maintain collaborative relationship with other USAID,DOD and CDC care and treatment partners to ensure that USAID ACHIEVE interventions support optimal clinical outcomes for HIV+ children and adolescents.
• Collaboration with treatment partners on enrollment strategies; ensuring projecthas clear SOP on index testing; supporting OVC role in supporting scale up of MMD for CLHIV/ALHIV; post SGBV care.
• Establish and maintain relationships between the project with government departments in the area of HIV, including those within the MOHCDGEC, NACP, and TACAIDS.
• Serve as the project point-person for USAID ACHIEVE Tanzania coordination with PEPFAR care and treatment implementing partners (e.g., University of Maryland, EGPAF, AGPAHI, HJF, MDH, THPS, Amref and Deloitte), Community HTS partners (ICAP, FHI360, and HJF) and other relevant HIV stakeholders (CRS, NACOPHA, etc.)
• Represent the project at relevant national technical working groups and other committees related to HIV as guided.

Requirements
• Medical degree required; public health studies an advantage.
• Strong technical knowledge of national and international HIV guidelines and policies.
• At least five years’ experience in a field position with HIV prevention, testing, and/or care and treatment programming.
• Experience with creating strong working relationships with RMOs/DMOs, RACCs/DACCs, CHMTs, CTC In-charges, and health facility staff with regards to the implementation of HIV services at the clinic and community level.
• Knowledge of the components of functional bidirectional referral systems.
• Demonstrated experience with using M&E data for program monitoring and decision-making.
• Familiarity with PEPFAR indicators and reporting requirements.
• Experience with PEPFAR 3.0 funded projects in Tanzania
