BACKGROUND OF THE ORGANIZATION
Tanzania Centre for Democracy (TCD) was established in 2005 as a non-governmental, non-religious and not for profit political parties’ membership organization registered under the Societies Act as a platform of political parties to contribute towards promoting democratic governance in Tanzania through multiparty dialogue and constitutionalism.
TCD was founded by five political parties namely; Chama Cha Mapinduzi (CCM), Chama Cha Demokrasia na Maendeleo (CHADEMA), Civic United Front (CUF), United Democratic Party (UDP) and Tanzania Labour Party (TLP). The current TCD members comprise CCM, CHADEMA, CUF, ACT-Wazalendo and NCCR-Mageuzi.
TCD has two categories of members, full and associate members. The full members are political parties with representation in the Parliament, representation in the representative Council in Zanzibar and Local Councils representation of at least 3 elected councilors. Non parliamentary parties (Associate members) are political parties without parliamentary representation and a party with less than three councilors.
These political parties voluntarily agreed and entered into a framework of cooperation to establish a joint multi-party initiative aimed at working together to promote, strengthen and sustain the multiparty political system in Tanzania.
TCD has been spearheading political party dialogue to ensure political tranquility, peace and harmony as well as capacity building of political parties to effectively perform their democratic functions.
CALL FOR APPLICATIONS
Applications are invited from suitable qualified candidates to be considered for appointment to the post of Head of Finance and Administration of the Organization. Full description of this post is as follows:
Duty Station: Dar es Salaam, Tanzania
Duration of Appointment: Three (3) years contract (renewable, subject to satisfactory performance)
PURPOSE OF THE JOB:
Manage and implement the financial management system, policies and system of internal financial control. Financial forecasting, analysis, and compliant with financial reporting to facilitate operational and strategic decision making and explore organization growth opportunities.
Reporting to the Executive Director, the Head of Finance and Administration key job responsibilities shall be as follows:
- Ensure accurate and complete recording of the financial transactions for the Organization;
- Prepare annual budgets and financial forecasts, monitor expenditure against budget and perform periodic variance and trend analysis;
- Prepare timely annual financial statements and financial reporting compliant with International Public Sector Accounting Standards (IPSAS);
- Review and analyse financial data and prepare timely monthly management accounts, including income statement, balance sheet, budget and variance, projections and forecast, and cash flows;
- Provide sound financial insights to help make informed appropriate decisions about formulating and executing strategy, and provide guidance and analysis to Executive Director and the Management team to improve results;
- Interpret and translate financial statements to drive strategic decision making and Organizational growth;
- Ensure compliance with all relevant financial regulations, tax laws and regulations, staff rules, accounting policies, procurement procedures, asset disposable policy, laws and legislations, ;
- Ensure compliance with guidance and recommendations of the Governing Bodies of the Organization, internal and external auditors;
- Seek out methods for minimising financial risk to the Organization;
- Streamline and improve accounting systems and operations;
- Ensure effective learning, performance management and career development of departmental staff;
Required profile for job ad : Head of FinanceMinimum qualifications and experience required:
- Bachelor’s Degree in Accounting/Finance/Business Administration; and
- Five (5) years’ relevant work
- Professional qualifications such as: CPA, CA, ACCA, CIMA, CIS is an added advantage

- Strong financial management and corporate reporting skills
- Excellent communication; relationship management and presentation skills
- Strong problem solving and analytical skills
- Excellent organizational skills, focus on detail and ability to work under pressure and meet strict deadlines
- IPSAS knowledge and application
- Knowledge with Enterprise Risk management (ERM)
- Good people management and leadership skills
