Local Consultant for the KOICA-Funded Project Titled “Integrated Programme for Out-of-School Adolescents (IPOSA) in Tanzania”

 

Background

GDC Consulting is an international development consulting firm founded in Korea in 2012. The firm currently serves as “Project Management Service for the Project Integrated Programme for Out-of-School Adolescents (IPOSA) in Tanzania (hereinafter “Service”” funded by Korea International Cooperation Agency (KOICA)). The Project will be implemented in partnership with the Institute of Adult Education (IAE), the Ministry of Education, Science and Technology (MoEST), and other relevant authorities. The project is responsible for monitoring overall project progress, support PSC and PIU meetings, manage and monitor baseline, midline, and endline surveys, support output quality management, indicator management, review action plan related to budget execution, budget accounting, report data verification and adequacy, and support regular project progress and financial reports and etc.

 

GDC Consulting seeks qualified candidates for the position of Education Specialist for management and monitoring of the Service. Roles and Responsibilities for the position are as below;

 

◼ Basic Information

  • Position Title: Education Specialist
  • Contract period: 1 year (with a possibility of extension yearly basis)
  • Duty Station: Dar-es-salaam, Tanzania
  • Language Required: Fluency in English and Swahili

Duties and Responsibilities

Under the guidance and general supervision of the Project Manager (PM) and Project Action Officer (PAO), the Education Specialist is expected to carry out the following tasks:

  • Support Project Action Officer (PAO) to prepare and implement the project activities;
  • Support communication and coordination with partners (Government ministries, regional and local government authorities, and implementing partners);
  • Collect official document formats and deliverables of implementing institutes in time and distribute reviews on documents to the institutes;
  • Arrange meetings and liaise with partners whenever necessary;
  • Attend and provide consecutive interpretation English-Swahili and vice versa during regular meetings such as Project Implementation Unit (PIU), Project Steering Committee (PSC) meetings and other meetings with partners;
  • Monitor the status of project implementation by visiting regional IPOSA centers;
  • Support PM team to monitor the progress of activities and to review project deliverables of IAE;
  • Support the bidding process for selecting the firm or research institute to conduct the baseline/midline/endline survey;
  • Monitor the baseline/midline/endline surveys activities and review the outputs, including baseline data collection in the project area;
  • Conduct public relations activities to enhance awareness and encourage participation in the IPOSA program;
  • Arrange logistics for PM team to successfully carry out activities;
  • Provide English-Swahili and vice versa translation for documents and interpretation in meetings;
  • Write and submit individual monthly and quarterly activity reports;
  • Support Project Action Officer(PAO) to prepare regular financial reports of local office;
  • Perform other administrative tasks as assigned and directed by Project Manager(PM) and Project Action Officer(PAO)

 

Required Qualification

  • Minimum 2 years of professional experience in development cooperation project management in education sector;
  • Strong knowledge in project management and monitoring and evaluation;
  • Ability to communicate and write effectively in English

 

Preferred Qualification

  • Bachelor’s or higher degree in education or relevant field;
  • Professional experience in international development organization (International Organization, International NGO etc.) or governmental organizations;
  • Competence in the use of standard software such as word, Excel, Power Point

 

Condition of Employment

  • This position will be required to serve a three-month probationary period.
  • Employment contract of this position is expected to be renewed yearly basis according to KOICA and GDC Consulting’s internal regulation.

Remuneration

  • Remuneration will be based on the criteria according to the prevailing local market rates and based on remuneration calculation system of KOICA projects. In addition, it can be adjusted based on the applicant's experiences.
