JOB DETAILS:
The Deputy Chief of Party (DCOP) will support the Chief of Party (COP) in providing strategic and technical leadership to Breakthrough ACTION Tanzania staff and partners, and administrative, programmatic, and managerial oversight to all aspects of the program. They shall have depth and breadth of technical expertise and experience, a solid professional reputation, strong interpersonal skills and meaningful professional relationships to fulfill the requirements of the activity. In supporting the COP to roll out the mission of this activity, experience interacting with host country government agencies including local governments, development partners, the private sector, and civil society organizations to address social and behavior change (SBC) issues in the health sector is essential. The DCOP will be required to travel in Tanzania, and internationally, as needed.

Primary duties and responsibilities may include but are not limited to:
• Program Management

• Support the COP in providing strategic and technical leadership to Breakthrough ACTION Tanzania staff and partners.
• Support COP in project management, operations, and oversight.
• Facilitate project coordination across health areas, sectors, partners, and SBC approaches and methodologies.
• Provide input on staffing, roles, and level of effort to meet program goals.
• Oversee and work closely with finance and administrative staff to ensure timely and compliant spending.
• Coordinate the production of documents, work plans, reports, and presentations.

• Facilitate effective communication and collaboration between program, finance, and administrative staff to ensure team functioning to meet program goals.
• Use data to inform strategies, work plans, and program direction.
• Establish tools, processes, and structures to ensure excellence in programs, products, and deliverables to meet program goals.
• Maintain frequent, open, ongoing communication with program team members in all locations (onsite, offsite, in headquarters, and internationally).
• Coordinate with other senior program managers on strategic project management.
• Lead engagement with internal and external partners.
• Ensure adherence to Johns Hopkins University (JHU), Center for Communication Programs (CCP), and donor rules, regulations and policies.
• Oversee consultant activities, ensuring statement of work, contract and deliverables are in place.
• Initiate, track and monitor procurements, contracts, work plans and other administrative and programmatic documents.

• In the absence of the Chief of Party, the DCOP is expected to be the direct link with the USAID Tanzania Activity Manager and with Breakthrough ACTION global operations.
• People Management
• Assist in the design and management of effective team structure to meet program goals.
• Supervise, coach, and mentor staff independently
• Orient and train new staff members
• Conduct regular (at least quarterly) check ins and annual performance reviews with all supervisees
• Identify and recommend appropriate professional development opportunities for supervisees
• Ensure effective coaching, mentoring, and supervision of all staff on your team
• Provide coaching and mentoring to promote continued growth and improvement among supervisees and other staff

• Oversee and ensure the quality of work produced by staff or team. Develop processes, tools, and routines that ensure the quality of work.
• Manage group work and effective team functioning independently; includes identifying and filling staffing gaps and independent contractor identification and hiring.
• Operate with compliance to all JHU supervisory policy.
• Serve as a technical and operational resource to all staff.
• Identify learning needs and coordinate learning sessions for program staff.
• Technical Work
• Build on lessons learned globally and from USAID Tulonge Afya to develop high-quality, evidence-based, integrated SBC approaches for RMNCH (including nutrition), family planning, HIV, malaria, TB, RCCE and other infectious diseases as required.
• Facilitate a seamless transition of appropriate SBC activities from USAID Tulonge Afya to Breakthrough ACTION Tanzania.
• Support and encourage USAID partners and government counterparts to co-design and co-deliver health-related SBC interventions to ensure multi-sectoral and crossministerial response to health issues.
• Support efforts to coordinate the activities and strategies of MOH, PO-RALG, multisectoral stakeholders and USAID implementing partners.
• Provide input into annual and long-term capacity strengthening plans of Breakthrough ACTION Tanzania.
• Ensure excellence in the design, implementation, monitoring and evaluation of integrated SBC interventions at the national and sub-national levels.
• Provide technical assistance and support to promote knowledge management within the project teams.
• Lead and build staff capacity in technical work, including but not limited to SBC processes, theories, approaches, strategies, toolkits, and materials.
• In collaboration with research and evaluation division, strategically plan for research, monitoring, and evaluation activities
• Professional and Organizational Growth
• Develop strategic partnerships and cultivate donor relationships.
• Contribute to SBC global technical knowledge.
• Represent JHU, CCP, and Breakthrough ACTION at relevant external meetings and events
• Professionally engage and collaborate with other programs across CCP.
• Recognize and address factors that might strategically impact a program or CCP and lead implementation of solutions.
• Proactively seek opportunities to expand leadership and management skills.
• Request or initiate quarterly check-in meetings with supervisor to assess performance, strengths, and areas for improvement in your current position and establish professional goals.
• Identify opportunities for bringing new skills into CCP, including attending JHU courses and seminars, conferences, and external trainings.

Qualifications:
• A minimum of seven (7) years’ professional experience in delivering Social Behavior Change programs with progressively increased responsibility working for health technical assistance programs or other health related services.
• A Master’s degree in Medicine, Social Sciences, Public Health, Communications or other relevant degree or a bachelor’s degree in a relevant field with a minimum of ten (10) years of professional experience in delivering SBC and professional experience working in mid to senior management positions.
• Tanzania national preferred.
• Excellent past performance references.

Knowledge, Skills and Abilities:
• Demonstrated leadership qualities, depth and breadth of management expertise and technical experience.
• Excellent communication and negotiation skills.
• High level of interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.
• Excellent skills and experience in collaborative working relationships with senior level government leadership.
• Experience with SBC for at least two priority health areas (reproductive health, MNCH including nutrition, HIV, malaria, TB, RCCE), with preference for experience within the context of integrated health programs.
• Experience with integration of gender and youth into health projects and services.
• Required oral and written fluency in English; oral and written fluency in Kiswahili desired.
