Summary

The Country Program Manager is responsible for strategically leading, directing, developing, and managing all aspects of AIDS Healthcare Foundation’s (AHF) in -country as an effective member of the AHF Africa bureau leadership team.

The Country Program Manager ensures that AHF’s vision, mission statement, core values, management philosophy and key partnership standards, and practices are the foundation of AHF’s overall strategies and work.

The Country Program Manager (CPM) ensures AHF Advocacy agenda is successful in the country through coalition building, engaging the duty bearers including Government and Parliament, active participation of clients, and generating body of evidence to cause policy change.

Essential Duties & Responsibilities

Leadership, Engagement, and Management Support for teams

The Country Program Manager plays critical role in developing competence of the management team in good stewardship of entrusted resources and inspiring staff performance through leadership coaching and mentorship and initiating growth development plans.

  • Ensure staff understand the organization's mission, vision, management philosophy and core values.
  • Actively participate and contribute strategically to discussions during conference calls, meetings and brings key issues to the attention of bureau and global staff.
  • Provide inspirational leadership for teams, available to listen to staff, communicates effectively to all members, coaches, and mentors staff to improve performance and allows for open communication between teams at the bureau and global level.
  • Articulate AHFs strategic vision and annual goals for the program for all staff. Promotes goal with partners.
  • In consultation with the HR managers, conduct a management training needs assessment for all line managers and recommend management training needed to improve management and supervisory skills for a minimum of 50% of line managers.
  • Regularly attend staff meetings, engage, and build staff confidence and provide or seek solution for issues affecting staff morale that requires management attention.
  • Coaching and Mentoring Management Team
  • Identify skills/performance improvement areas for line managers during one-on-one meetings and progressive appraisal sessions.
  • Develop coaching goals with line Managers to address skills gaps identified with specific plan of action to evaluate progress and impact.
  • Identify talent and career growth potential of line managers for development and set goals.
  • Draw up mentoring and career growth plans for line managers and implement with annual assessment to keep on track.
  • Implement succession planning for line managers.

Performance Management

The Country Program Manager is responsible providing full support to Country program to ensure country goals and targets are adequately and professionally well accomplished.

  • Ensure that line managers define, and staff clearly understand the key performance areas/results the organization requires. All staff must agree and sign performance agreements.
  • Ensure performance appraisals are conducted for all staff at the end of their probation period and on annual basis.
  • Regularly review performance targets for departments.

Strategic Growth /Expansion of the program

 

  • Takes the lead in implementing new AHF expansion plans in any location in the country as seen feasible and appropriate within the defines of available capacity and resources in a manner that promotes sustainability.
  • Takes the lead in seeking new partners with whom a complimentary comprehensive treatment package can be offered to patients.
  • Lead the development of annual strategic work plans that provides clear guidance to line managers on key activities to be accomplished that will lead to growth of the program.
  • Provide accurate information on potential growth opportunities for the program and accurately forecast budget requirements that are needed to support the program.
  • Ensure programs /new sites are started within the targeted timeframe.
  • Participates in proposal preparation, in collaboration with AHF Corporate Headquarters, AHF Global Secretariat and Africa Bureau Secretariat, including field assessment, writing, and negotiations with donors, identification of partners, and preparation of proposals, logical frameworks, work plans, and detailed budgets.

Finance and Resource Development

 

  • Monitor budget performance to ensure expenditures are in line with approved budget. Seek approval and provide detailed justifications for items out of budget when needed.
  • Take the lead in resource acquisition activities to ensure sustainability of the program. This should include looking for new funding partners e.g., USG, GF etc to take some of the financial responsibilities from AHF
  • Leverage resources from other sources e.g., government including HR, medical supplies and commodities, infrastructure to support AHFs work
  • Participate on one of the key resource mobilization institutions in the country

Strategic Partnership Engagement, Advocacy and Marketing

The Country Program Manager ensures AHF advocacy agenda is successful in the country through coalition building, engaging the duty bearers including Government and Parliament, active participation of clients, and generating body of evidence to cause policy change.

  • Take the lead on key advocacy issues that arise within the country to ensure advocacy efforts are in line with AHFs mission and goals.
  • Increase AHFs brand image in clinics and all program areas by ensuring that there are always up to date and marketing materials are in place.
  • Submit regular reports/updates to UAC and MoH highlighting contribution off/patients' needs & advocacy issues that require response by the duty bearers.
  • Guide M&E Manager to regularly generate data and information including impactful case studies, best practices, research findings and testimonies from clients to serve as evidence for successful advocacy.

Planning, Collaboration, and Reporting

 

  • Prepares and administers program budgets and strategic business plans and evaluates financial program effectiveness.
  • Develop annual procurement, logistics and HR plans to guide an efficient process of procurement and recruitment.
  • Generates regular country program reports for AHF Corporate Headquarters, AHF Global Secretariat, Africa Bureau Secretariat and donors as required.
  • Serves as AHF's representative of the country program with implementing partners, private and public agencies, national AIDS programs, and major donor agencies. Represents AHF at meetings with on HIV/AIDS issues and maintains a wide range of professional contacts with Government and non-governmental organizations.
  • Ensures that the AHF Global Program Policy and Procedure Manual is clearly communicated, implemented, and adhered to.
  • Keep abreast of HIV/AIDS best practices/resources and pass these resources to field staff.
  • Seeks relevant vendors to provide laboratory and pharmacy services to the program.
  • Provide support and mentorship for RTI Program Officers and Monitoring and Evaluation Officer
  • Undertakes other duties as may be assigned from time to time by the Africa Bureau Chief.
