As a result of these surveys, VETA produces reports, publications and technical documents that require editing and proof reading in English language (British English) to meet the higher quality standard. To ensure quality Labour Market Survey Reports are delivered, the engagement of a qualified and competent consultant to support this process that includes proofreading, editing and prepress was thought. Therefore, SET is inviting the service of professional editor to provide quality editing and proof-reading services for the publications

Job Description

1. Background and Context

The Skills for Employment Tanzania programme (SET) is Swiss Development Cooperation (SDC) funding facility for Tanzania with a stated aim of “Enhancing employment possibilities of youth in Tanzania through a sustainable and systemic contribution that address relevance concerning to labour market, quality of trainers and access innovative, demand driven training to involve youth in the Agriculture”. It is a twelve-year programme with a design that takes into consideration the need to respond to challenges of unemployment and underemployment among the youth in Tanzania, especially women. The programme is implemented and managed by Swisscontact INGO and works with public and private institutions including Vocational Education Training Authority (VETA). SET programme under component 1 support VETA initiatives in conducting labour market surveys for skills development. As a result of these surveys, VETA produces reports, publications and technical documents that require editing and proof reading in English language (British English) to meet the higher quality standard. To ensure quality Labour Market Survey Reports are delivered, the engagement of a qualified and competent consultant to support this process that includes proofreading, editing and prepress was thought. Therefore, SET is inviting the service of professional editor to provide quality editing and proof-reading services for the publications.

2. Objective of the Assignment

2.1 General Objective

To proofread, revision of draft text, edit, synthesizing of the parts of the existing text, and prepress nine (9) labour market survey reports shared by VETA HQ in close collaborate with SET team and VETA Labour Market Analysts (LMAs). The consultancy agreement may, based on quality delivered be extended to include additional VETA report. However, for this task, the consultant is expected to refer directly to relevant VETA/SET staff to ensure validity of statements and information.

2.2 Specific Objectives of the Assignment

The consultant is to undertake the following:

  • To proofread nine (9) VETA Labour Market Survey Reports, revision of draft text and figures, check repetition and spelling or grammar errors using standard British English
  • To edit nine (9) VETA Labor Market Survey Reports, ensure optimal flow of information and appropriate presentation of all key information
  • To prepress nine (9) VETA Labor Market Survey Reports
  • Liaise with SET and VETA on questions that may arise as part of this assignment

1. Deliverables

The consultant is expected to deliver the following outputs of the labour market survey reports as listed hereunder;

3.1 Key Deliverables

  • Final nine (9) VETA Labor Market Survey Reports that are edited, proofread and organized in a more professional way using standard British English
  • Final nine (9) VETA Labor Market Survey Reports that are edited, clarity ensured, consistency and readability of the text to the wide range of audience
  • The final version of the nine (9) VETA Labor Market Survey Reports presented ready to be formatted, and uploaded to multiple platforms and repressed

3.2 List of labour market survey reports

Below are lists of labour market survey reports that the consultant will proofread, edit and prepress as indicated in the key deliverables 3.1;

4. Timeframe and consultancy days

The duration of undertaking the activity is estimated to be a total of 36 working days starting in July 13th through Aug 22 nd 2020. The consultant is expected to work on different deliverables as indicated in 3.1 during the consultancy period, whereas the editing shall involve nine (9) reports of 50-150 pages maximum.

5. Required Qualification

The external consultant must meet the following qualification requirements:

• Profound knowledge and skills in communications, journalism and editing of articles including surveys, research and related publication documents.

• Proven experience in managing communications, public relations, publishing, marketing and publicity of products, a background with VETA related assignments will be an added advantage.

• Excellent report writing capabilities.

• Fluency in standard British English and demonstrated writing skills.

6. Administrative Clauses

• A detailed CV and/or company profile with previous clients references for similar assignments.

• Financial proposal showing the rate per report of a max 150 pages, in Tanzanian Shillings (TZS);

• The payment of the fees is subject to receipt and acceptance of deliverables outlined under point

3.1 and approval by the SET project.

• SET reserves the right not to choose the lowest financial offer, the selection will be based on an overall assessment of the proposal.

7. Additional Condition

Following the completion of the first assignment (in proofreading, editing and prepress of one report), the

quality of the service provided will be assessed. If the quality is at a satisfactory level an agreement for the following reports will be concluded.
