BACKGROUND

It is currently implementing two projects in Tanzania, Strengthening Small Business Value Chains (SSBVC) and Building an Economically Sustainable Seed System for Cassava in Tanzania (BEST CASSAVA). OBJECTIVE OF CONSULTANCY

Conduct compliance audit for its operation in Tanzania focusing on the laws governing NGO including Taxation laws. Findings and recommendation from consultant will help the management to devise policies and procedures to help the organization to comply with the laws.

JOB SUMMARY

We are seeking for an expert in NGO´s in Tanzania that can be able to advice regard general and specific obligations of an NGO in Tanzania including review of policies, procedures and handbooks. The consultant will guide, advice and recommend measures and practices to be adopted to ensure organization comply with different laws.

OBJECTIVES AND SCOPE OF WORK

• Provide a strategic guide to the Country Team regarding procurement, HR, and financial policies on their effectiveness to ensure the organization is compliant with different laws,
• Guide on the HR issues especially tax implications of different types of contracts and all the necessary taxes required by the laws of Tanzania.
• Guide on tax compliances for the NGO,
  • Review current practice on the tax laws the organization is supposed to comply with
  •  Audit organization practice on the above,
  • Establish a ‘compliance calendar’ which indicates timelines for adherence/submission of different required information/payment/reports to Tax Authority.
  • Review MEDA eligibility for charitable status and guide management to start the process
• Provide practical recommendation on your findings for MEDA Tanzania to adopt

OUTPUTS/EXPECTED DELIVERABLES

• Detailed report on the findings of your audit and recommendation
• Detailed procedures and guidance on how to apply for charitable status

• Bachelor’s degree in Human Resources, Business Administration, Laws or other related fields from an accredited university
• Consultant must be a Registered Tax Consultant with experience of more than 5 years
• Experience working with NGO in Tanzania on taxation matters

ACCOUNTABILITY

You will work closely to Country Finance Manager and report directly to Country Director

A maximum of 30 days is expected for this consultancy.
