Job title: Compensation Coordinator
Job description
Airswift has been tasked by one of our major Oil and Gas clients to seek a Compensation Coordinator to work in their facilities located in Dar es Salaam under a 12-month contract.
The Project comprises 1145 km of heated crude oil pipeline from Hoima in Uganda to Tanga in Tanzania arriving at a marine storage terminal and offloading facility. Approximately 4000 hectares of land are required in 8 Regions and 27 Districts, Town Councils and City Councils in Tanzania. The Compensation Coordinator Tz will form part of the RAP Implementation Compensation Agreements team responsible for preparing PAP compensation folders, organizing and ensuring Entitlement Briefings and Compensation Agreements are signed and PAPs paid compensation within the required schedule.

Responsibilities:
The Compensation Coordinator Tz will undertake the following activities:
• Develop detailed understanding of the RAPs and entitlement briefing strategy and plan for Priority Areas and Pipeline
• Under the supervision of Compensation Agreements Lead, create or update PAP compensation folders, develop household profiles and prepare draft Compensation Agreements per PAP
• Support Compensation Agreements Lead and Land Acquisition Coordinator (RAP Implementation) with opening of bank accounts for PAPs and interfacing with Banking Services provider
• Input PAP bank account data into PAP folders and Compensation Agreements paperwork
• Ensure all PAP compensation folders, files, data are ready for Entitlement briefings and Compensation Agreement signature process, and disseminated to RAP Implementation teams including Contractors
• Support centralization of data coming from regional teams on entitlement briefings and compensation agreement signing as well as compensation payments
• Support the preparation and updating of databases to track key PAP acquisition dates needed for RAP Implementation, including compilation of tracking data and key metrics for entitlement briefings, compensation agreements, and notices to vacate
• Support the management and archiving of all signed hardcopy documents resulting from compensation agreements process
• Monitor reporting from RAP Implementation teams and Contractors to ensure all compensation payments have been made into PAP bank accounts
• Support relevant RAP Implementation Contractors on the identification, assessment, development, QA/QC of valuation and approval of replacement land valuation
• Prepare and supervise preparation of data, charts, plots, maps, records and documents related to replacement land
• Ensure schedule for land access is respected, alert Compensation Agreements Lead to any schedule risks in the Compensation Agreements scope
• Liaise with Livelihood Restoration team on Livelihood Restoration entitlements and provide inputs from PAP folders/Compensation Agreements as required
• Support weekly progress meetings and support the compilation of weekly dashboards of progress with entitlement briefings and compensation agreement signing
• Produce daily, weekly, monthly progress reports as required
• The Compensation Coordinator will be based in Dar es Salaam with travel to the field if required.
• The Compensation Coordinator is expected to interface continuously with all departments within the Land and Social department, and wider EACOP organisation as necessary Accountabilities
• The Compensation Coordinator is responsible for ensuring all prerequisites are in place for Entitlement Briefings and Compensation Agreement signing to take place • The Compensation Coordinator is responsible for the tracking and reporting on progress of key activities

Requirements:
• Advanced Degree in Social Sciences, Valuation, Land Surveying or a related discipline required
• 10 - 15 years of professional experience required of which 5-10 years professional experience undertaking activities is related to land valuation and land acquisition in rural communities
• Familiarity with National land regulations and requirements required, specifically Valuation legislation, codes and practices preferred
• Familiarity with or professional experiences working on land acquisition for Involuntary Resettlement to International Financing Standards requirements for Involuntary Resettlement
• Proven ability to work independently and meet deadlines required
• Proven computer skills in Microsoft word, excel, PowerPoint required, Microsoft Access would be an advantage. Data management experience on electronic software would be an advantage
• Ability to write reports and prepare presentations required
• Flexibility, excellent communications skills and commitment to team working are essential
• Proven ability to multitask, work independently and deliver work rapidly essential, attention to detail essential
• Fluency in English and Swahili (written and spoken) require
