Position Summary

IREX seeks qualified Chief of Party (COP) candidates for the anticipated USAID/Tanzania Cross-Sectoral Youth Activity which will seek to create and support an array of interventions, tailored to specific needs of targeted youth, that are youth-owned, youth-led and youth-managed, focused particularly on out of school youth who have had limited opportunities to engage in the formal education sector. The expected results of this program are that youth participants are more productive, engaged, and active members in their communities. The COP will be a creative and dynamic leader, overseeing all staff and project implementation to ensure that objectives are met on time and within budget.

This position is contingent on funding.

Job Duties And Responsibilities

  • Provide strategic and technical leadership to the project; deploying innovative and adaptive project implementation that engages a wide range of stakeholders
  • Serve as the principal liaison with USAID, as well as with other donors and implementers, and civil society partners, project beneficiaries, and other stakeholders
  • Develop and maintain effective partnerships with local, regional, and international organizations
  • Ensure project activities are efficiently implemented on schedule and within budget; responsively adapting to changes and lessons learned throughout implementation
  • Supervise, manage, and mentor project staff and work in close coordination with IREX’s home office
  • Oversee project budgeting, financial management, and compliance
  • Oversee monitoring, evaluation, and reporting of project activities as well as facilitate learning and improvement across activities and amongst key stakeholders
  • Represent IREX publicly and support its organizational development
  • Other duties, as assigned

Required Skills And Experience

  • Bachelor’s degree in a related field with at least 10 years of relevant experience including at least five (5) years as a COP or senior manager supervising, designing, managing, and implementing complex technical assistance projects of similar scope and complexity funded by international donors (preferably USAID)
  • Proven track record of achieving results in youth skills development, empowerment, and/or community engagement
  • Demonstrated knowledge of USAID’s Positive Youth Development framework
  • Ability to establish strong working relationships and collaboration with media and civil society leaders as well as international donors and other stakeholders
  • Proven leadership qualities and excellent management skills
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives in compliance with USAID rules and regulations
  • Strong representational and organizational skills
  • Experience in Tanzania or the region highly preferred
  • Fluency in English
