Apotheker Health Access Initiative (Apotheker) is seeking a Chief of Party for a potential five-year, USAID-funded Usalama wa Afya Duniani (UwAD) program in Tanzania. The purpose of the program is to prevent and mitigate the occurrence and severity of epidemics, pandemics, and other emerging infectious disease (EID) threats in Tanzania, and to support Government of Tanzania (GoT) systems in achieving the 7-1-7 metric for timeliness of outbreak response.

Apotheker Health Access Initiative is a non-profit organization registered under the Tanzanian NGO Act of 2002. Apotheker focuses on pharmaceutical services, medicine access, as well as broader health system strengthening and public health. We work in Tanzania and beyond, collaborating with the Ministry of Health, President's Office - Regional and Local Government (PORALG), international and local partners, civil society organizations, and training institutions.

Responsibilities

The Chief of Party leads and manages the project and is accountable for project deliverables and results, with full accountability and authority for the development, execution, and monitoring of the project, including vision and technical strategy; project management; documentation and communication; client(s) stakeholder(s) relationships; and coordination and synergy with other Apotheker projects. The COP will regularly interface with the government, USAID and other partners to ensure smooth operation of the project activities.

Specific Responsibilities

Project Results:

• Oversee program activities, providing technical and strategic leadership, managerial oversight, and project administration.

• Act as the main liaison to the donor, accountable for achieving results, maintaining high service quality, and meeting all objectives and deliverables.

• Protect Apotheker’s reputation by ensuring financial, contractual, technical, and political integrity.

Technical Strategy and Vision:

• Develop, update, adapt, and execute project frameworks, performance monitoring plans, technical strategies, MEL plans, and annual work plans as required.

• Ensure timely documentation and dissemination of key results and deliverables for maximum impact and business development.

Project and People Management:

• Implement contracts/agreements in strict compliance with clauses, policies, and SOPs.

• Align project staffing, structure, and reporting with project needs, local context, and resources.

• Manage and mentor the project team according to Apotheker policies and guidelines.

Client and Other Stakeholder Relationships:

• Build and maintain strong relations with internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers, and partners.

Qualifications

• An advanced degree at the Masters level or above in management, and/or public health or related field with at least 5 years’ experience OR a Bachelor’s degree with at least 7 years’ experience in international development.

• 7+ years of experience managing complex public health projects, including roles requiring leadership experience and technical knowledge

• Significant professional experience interacting with government agencies, host country governments and counterparts, international donor organizations, civil society and private sector, preferably in the area of health security.

• Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively and proactively with government, NGOs, private sector groups, USAID, and other donor organizations.

• Demonstrated experience in program management and administration, and contract compliance. Experience with USAID projects is preferred.

• Must have a proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables.

• Track record of strong commitment to sharing knowledge, documenting experiences and creative initiatives

• Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.

• Fluency in Kiswahili and English required.
