About the Position

 

Dexis is seeking a Chief of Party to lead the anticipated USAID/Tanzania “Strengthening the Capacity of Local Organizations” project. This four-year activity will be a Task Order under the Compliance and Capacity Support for Diverse Partnerships (CCSDP) IDIQ, which aims to ensure that new, nontraditional, and local partners and governments have the capabilities and resources to serve as prime partners for USAID programming along with ensuring that USAID Missions and Operating Units (M/OUs) are equipped to work with more local and diverse partners. The COP position will be full-time and based in Dar Es Salaam for the duration of the project. This position is contingent on task order award and funding.

 

 

 

Responsibilities

 

The Chief of Party (COP) will lead the overall strategic direction, management, and execution of the USAID project in Tanzania. The COP will be accountable for achieving the project’s goals and delivering high-quality results, while maintaining strong relationships with USAID and its partners, especially new and under-utilized partners among the Tanzanian private sector and civil society. The COP will be responsible for making key decisions and solving problems in short time frames while ensuring operational and program integrity. The role involves ensuring operational compliance with USAID guidelines, adaptive management, and promoting innovation in capacity building and overcoming challenges to localization.

  •  Provide leadership and oversight for all aspects of project operations, ensuring alignment with USAID/Tanzania’s locally-led development priorities.
  •  Provide technical guidance on all aspects of localization efforts.
  •  Facilitate strong working relationships with key stakeholders, promoting collaboration between the project and USAID counterparts as well as the new and under-utilized partners among the Tanzanian private sector and civil society, which the project will support. This may also include collaboration with other donor-funded initiatives.
  •  Direct project planning, including the preparation and execution of work plans, budgets, and financial management, ensuring compliance with USAID policies and quality control for all project deliverables.
  •  Manage and mentor project staff, consultants, and subcontractors to ensure timely, cost-efficient, and high-quality project delivery.
  •  Supervise monitoring, evaluation, and learning (MEL) efforts to assess project outcomes, integrate lessons learned, and adjust strategies to meet objectives.
  •  Oversee the recruitment and management of consultants and sub-awardees, ensuring their roles are well-integrated and aligned with project goals.
  •  Oversee the project’s financial resources, ensuring effective budgeting, cost management, and the timely submission of financial and technical reports.
  •  Promote a culture of continuous learning and adaptive management through regular project reviews and the integration of feedback into ongoing activities.

  •  Address operational challenges promptly by developing solutions and ensuring the integrity and impact of project activities.
  •  Ensure strict compliance with USAID regulations, policies, and procedures, while actively managing risks and implementing contingency plans as needed.

 

Qualifications

    •  Minimum of a master’s degree in a relevant field such as international development, economics, or another relevant field.
    •  A minimum of fifteen (15) years of demonstrated relevant project management experience in developing countries, preferably in Sub-Saharan Africa.
    •  Demonstrated knowledge of USAID policies and procedures .
    •  Extensive experience collaborating with small businesses and civil society organizations based locally, in Tanzania and other USAID host countries.
    •  Project implementation experience in Tanzania or other sub-Saharan African countries.
    •  Professional proficiency in spoken and written English is required.
    •  Previous experience working for USAID-funded complex projects strongly preferred.
    •  Recent experience supporting development and implementation of USAID’s Local Capacity Strengthening Policy and other localization initiatives is preferred.
    •  Demonstrated experience in managing multi-cultural project teams with diverse backgrounds and skills.
    •  Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, community leaders, and project beneficiaries.
    •  Strong interpersonal and oral presentation skills.

Below is the pay range aligned with this position. When creating an offer, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive.

 

Dexis pay range for this role: $140,000—$185,000 USD
