This position will be in support of HJF Medical Research International, Inc. Tanzania (HJFMRI) TPDF program.

Responsibilities
The Care and Treatment Program Officer will coordinate the development and implementation of HIV/AIDS care and treatment initiatives and activities within the HJFMRI Tanzania TPDF program supported health facilities in line with the Tanzania Ministry of Health (MoH) guidelines, annual TPDF program work plans and budget, HJFMRI policies and procedures, in country and USG laws and regulations. The position shall provide consistent supportive supervision and devise remediation strategies for identified gaps within TPDF program supported health facilities, including contributing to the identification and facilitation of capacity development initiatives for facility healthcare providers as well as conducting fundamental Monitoring and Evaluation (M&E) tasks to oversee HIV care and treatment programs. The position is based in Dar es Salaam and reports to the Care and Treatment Technical Advisor – TPDF Program.
• Collaborate with the TPDF program supported health facilities to coordinate integrated care and treatment and TB/HIV collaborative program planning, implementation, and monitoring activities.

• Capacitate facility health care providers by performing regular supportive supervision, mentorship, and technical assistance visits at HJFMRI-supported Care and Treatment facilities in line with project objectives and MoH guidelines and cooperation with TPDF HQ.

• Collaborate with facility staff, expert clients, and CBHS to strengthen linkages of clients into care and treatment.
• Assist the Care and Treatment Technical Advisor in ensuring the TPDF Program care and treatment activities are implemented in line with the approved TPDF Program work plans and budgets, the Tanzania Ministry of Health guidelines, HJF / MRI policies, SOPs, in country and USG laws, rules and regulations.

• Facilitate and provide overall leadership and sound advice at facility settings and improve client adherence to ART.
• Collaborate with the Monitoring & Evaluation (M&E) team to ensure the availability of M&E tools and their correct use for data recording and reporting.

• Liaise with the M&E team to ensure that C&T components are functional i.e., clarity of indicators, quality of C&T data collection tools, data quality, and reporting.
• Ensure quality implementation, and achievement of results for program activities and collaborate with other HJFMRI TPDF program staff to ensure effective teamwork.
• Timely prepare activity and trip reports and support technical advisors in preparation of quarterly narrative and other reports as may be required.

• Perform other duties as may be assigned by supervisor that are necessary to achieve the objectives of this position or the TPDF Program.

Qualifications
Education and Experience
• Doctor of Medicine degree (MD) required.
• At least seven (7) years’ relevant experience in HIV / AIDS program implementation in Africa required.

Required Knowledge, Skills And Abilities
• PEPFAR (DoD, USAID, or CDC) and experience working with international NGOs in a cross-cultural setting preferred.
• Demonstratable ability to write technical documents (proposals and reports), present complex information in a concise and easily comprehensible manner.

• Ability to travel up to 70% of the time to TPDF Program supported health facilities in Tanzania mainland and Zanzibar to undertake various activities aimed at fulfilling the objectives of this position.
• Good understanding of the Tanzania health systems and administrative structures.
• Detail-oriented (attentive to details) and able to perform well in a high-pressure environment.
• Proficient in MS Office applications.
• Ability to build and maintain sound relationships with multi stakeholders; competence to build and effectively manage interpersonal relationships at all levels.Analytical, problem solving and exceptional organizational skills.
