Job Description

The Biomedical Officer will carry out and manage day to day implementation of Key and Vulnerable Population activities in the community level. His/her primary responsibility will be to coordinate and supervise community-based HIV services from planning and implementation of KVP programs in Kilimanjaro region. This position requires experience in working with KVP programs and ability to interact well with targeted KVP (beneficiaries), peer navigators and health service providers from the health facilities in a non-stigmatized and non-judgmental manner.

Main responsibilities:

  • Develop a clear route plans for day to day program implementation across all SNUs within the Kilimanjaro region including supervision of health service providers in their field activities.
  • Monitor uptake of HIV testing and treatment cascade including testing and treat and identify gaps to improve uptake of treatment initiation, linkage and retention in care.
  • Organize and engage health service providers from the health facilities to provide support in high yield testing strategies including mobile and index testing services in the community.
  • Provide frequent supportive supervision, mentorship, coaching and on job training to peers and health service providers.
  • Assist designing and implementation of strategies to improve comprehensive service provision in community-based activities among KVP including HIV testing, TB screening, STI screening, family planning.
  • Participate in the trainings of health service providers from the selected health facilities through collaborating with R/CHMTs to identify training needs and organize basic refresher trainings using the recommended national curriculums.
  • Collaborate with implementing partners and other stakeholders to develop strategies for strengthening retention to care and treatment clinics by ensuring continuum of care.
  • Support and monitor implementation and reporting of HIVST and PrEP activities at the community to ensure fidelity as per national guidelines.
  • Develop and maintain good working relationships with local government authorities, implementing partners within the district and region.
  • Liaise with Data Manager to ensure that community program indicators on KVP are functional (eg: -clarity of indicators, quality of M&E data collection tool, data quality and reporting)
  • Ensure quality of implementation of KVP programs and sound achievement of results for activities within EpiC project.
  • Monitor regional supplies of biomedical commodities to ensure continuous availability of condoms and test kits.
  • Document and disseminate knowledge or information regarding to lessons learnt, proven approaches and success stories.
  • Perform any other duties assigned by your supervisor.

Required Qualifications

  • Degree, Advanced Diploma or Ordinary Diploma, in the related field of Nursing, Clinical and Medical services
  • At least 3 years’ experience in implementing KVP/KP HIV programs
  • Demonstrated track record of providing mentorship and supervision for strengthening KVP activities
  • Ability to provide on job training and mentorship to service providers
  • Training in HIV/AIDS prevention, care and treatment including HIV focused testing services
  • Basic skills of Microsoft Office packages for report writing and presentation
  • Ability to maintain confidentiality regarding to client’s health status
  • Flexibility to work after normal working hours and weekends including travelling to remote areas
  • Ability to interact well with targeted populations including peers by facilitating a non-judgmental, non-discriminatory and non-stigmatizing environment in the program regardless of their background
