JOB DETAILS:
What will your role be?
Under the responsibility of the Agency Director and in support of the Project Team Managers based at headquarters, you ensure:
1) Operational monitoring of projects, mainly in the sectors of agriculture, livestock, and environment/biodiversity (conservation of natural parks, forests, oceans, etc.) and more at the margins in the sector of health. This will involve in particular:
- Contributing to the identification and preparation of new operations to be financed in the sector(s) concerned: participating in the prospecting/origination, identification, supervision of feasibility studies, the preparation of the granting of financing and the formalization of projects in conjunction with headquarters teams and possible financial partners. As the agriculture, livestock and biodiversity sectors are recent for Tanzania, this task is particularly important;
- Monitor projects in progress in conjunction with headquarters as well as local partners and project owners: procurement control procedures, technical financial monitoring of projects, payments and reimbursements, etc.;
- Organize and support project identification and supervision missions;
2) Monitoring sectoral policies and strategies:
- Ensure sectoral monitoring, monitor national policies and contribute to the definition of the sectoral intervention strategy;
- Take part in sectoral dialogues and working groups in conjunction with local authorities, other donors, NGOs and companies in the sector. The animation of the relationship with the European Union will be the subject of special efforts;
- Represent AFD vis-à-vis national authorities, the embassy, service providers and other technical and financial partners;
3) The agency's communications referent role with the support of the Regional Communications Manager and in close collaboration with the French Embassy (writing posts for social networks, press releases, monitoring the preparation of materials, etc.) ;
4) Monitoring of funding to NGOs;
5) The role of focal point for climate and gender themes (document monitoring, information sharing, organization of internal awareness events, etc.).
The assignment to Dar es Salaam is scheduled for August 1, 2024.
Who are we looking for?
1. Skills sought
With higher university education or a graduate of a major school, you have acquired a specialization (sectoral, geographical, etc.) linked to the portfolio of projects entrusted to you.
You have had the opportunity to put these skills into practice through your first international experiences, ideally in a developing country. You are particularly motivated by development aid issues.
2. Human/relational qualities
With very good interpersonal skills, you appreciate teamwork and have excellent writing, analysis and synthesis skills. You also demonstrate rigor, organization and are proactive. You appreciate versatility and have a good ability to adapt to a different cultural context. This position requires high availability and will allow you to develop your ability to manage priorities as well as your resilience in the face of difficulties encountered.
3. Level of study / diploma
You hold a Bac + 5 / Master 2 level diploma obtained from an engineering school, business school, university or IEP in particular.
4. Languages
Fluency in English is essential. Knowledge of a local language will also be an asset.
Knowledge of Kiswahili would be a real asset.
Frequent travel to Dodoma (political capital) and throughout the country is to be expected frequently (road and air).
